The 2025 General State Budget Law Proposal, with a total of US$2.6 billion, breaks down into US$2.07 billion for the Central Administration, US$62 million for the Special Administrative Region of Oe-Cússe Ambeno (RAEOA) and US$482 million for Social Security, including the Social Security Reserve Fund.

On October 16th and 17th, the Government participated in the Budgetary Panorama for 2025 Seminar, organised by Committee C of the National Parliament, which deals with Public Finance Issues. This seminar served as a platform for presenting the guidelines and main priorities of the 2025 GSB, laying the foundations for the public hearings that are now taking place.

The plenary sessions to discuss the 2025 GSB Law Proposal will begin with the discussion and vote in general terms, scheduled for November 6th to 8th. The specialised discussion and vote will occur from November 11th, with the final overall vote scheduled for November 25th. The document's final draft will be submitted to the President of the Republic by November 27th, 2024.

The 2025 GSB continues implementing the priorities set out in the Government's Programme under the slogan ‘Investment in strategic infrastructure, strengthening the economy and improving the well-being of citizens’. The Proposal is formulated based on the Strategic Objectives of the 9th Constitutional Government, aiming to promote the Nation's socio-economic development through targeted investments in strategic infrastructures, economic strengthening and initiatives aimed at improving the well-being of citizens. The 2025 GSB aims to promote economic development and improve the living conditions of the Timorese population through a clear strategy focused on sustainable economic growth, improving public services and ensuring that the benefits of development reach all citizens.
