Prime Minister Kay Rala Xanana Gusmão urges ASEAN to be an international model of co-operation, unity and trust
On October 9th, 2024, Prime Minister Kay Rala Xanana Gusmão called on the Association of Southeast Asian Nations (ASEAN) “to adopt a global vision and demonstrate to the world what can be achieved when we promote dialogue, work in solidarity, and strive for peace”. The appeal was made during the Plenary Session of the 44th and 45th ASEAN Summits, held in Vientiane, Lao People's Democratic Republic. 
In his speech, the Prime Minister described the current international panorama as “a difficult year in international relations”, marked by “increased tensions, hostilities, conflicts and wars”, criticising the lack of commitment on the part of “powerful nations” to international law, which, according to the Prime Minister, is leading to “a disintegration of the international system” and “a dangerous increase in inequalities, while the world faces difficulties in achieving the Sustainable Development Goals”. 
“We are witnessing the failure of developed countries to deal with the effects of climate change – a problem that they have caused, and which mainly affects Least Developed Countries and Small Island Developing States”, he added.
The Prime Minister emphasised that “ASEAN has even greater significance as an international model of cooperation, unity and trust, in these difficult times”. 
The Head of Government emphasised that Timor-Leste “is approaching a significant chapter in its national journey. As we move towards full membership of ASEAN, we realise both the responsibility that membership entails and the great potential of ASEAN. We look forward to a future where Timor-Leste can grow alongside Southeast Asian countries and significantly contribute to peace and development”. Xanana Gusmão also acknowledged, “with gratitude”, “the support of ASEAN member states and their dialogue partners”, who have helped Timor-Leste “on the road to integration”.
Kay Rala Xanana Gusmão also expressed, “on behalf of the Government and the people of Timor-Leste”, “our deepest condolences to the families and communities affected by the devastating typhoon Yagi” and solidarity “with the governments and peoples of the affected regions, who are now working to get back on their feet and rebuild”.
The Prime Minister concluded his speech with good wishes for the Kingdom of Malaysia, which will take over the chairmanship of ASEAN in 2025.
The leaders of ASEAN member countries, including the Prime Minister of Laos, Sonexay Siphandone; the Secretary General of ASEAN; and other international guests attended the summits.
