“Human Resource Training as a fundamental factor for attracting foreign investment to Timor-Leste”

The Minister of Economy and Development, João Mendes Gonçalves, was present, as a speaker, at the “Energy, Development and Employment” conference, that took place in Lisbon on the 23rd of September, within the scope of the “2010 Technological Portugal” initiative.

Invited by the Portuguese Minister for Economy, Innovation and Development of Portugal, Vieira da Silva, Timor-Leste was present at the technological show, where there was a presentation of innovative solutions and technologic projects in distinct areas such as electric mobility, renewable energies, education, health, communications, transports and security, among others.

The initiative counted with the presence of several Portuguese companies and with government representatives from several countries such as the Cape Verde Minister of Tourism, Industry and Energy, Fátima Fialho. The event allowed for the sharing and exchange of experiences among the participants, not only in what concerns the energy policy but also in the sustainable development and job creation areas as a factor of richness stability.

The Minister of Economy of Development meet with he’s Portuguese homologous to debate issues regarding the Timor-Leste private investment, more specifically the attraction of Portuguese investors.

Focusing on the Timor-Leste strategic localization in the Southeast Asia, and as a country with Portuguese as official language, The Minister pointed out the need to reinforce the human resources training as fundamental factor in the assertion and attraction of foreign investment, having pointed out the innumerable efforts that the IV Constitutional Government has made in terms of institutional and human resources capacity.

João Mendes Gonçalves, before integrating the President of the Republic of Timor-Leste's party, has in his agenda a meeting with the Portuguese Minister for Labour and Social Solidarity, to arrange the signing of a Memorandum of Understanding in which Portugal is to give support in the development of the cooperative sector in Timor-Leste, through CASES - António Sérgio Cooperative for Social Economy. The Minister will also meet with the European Commissioner for Development, in Brussels, in regards to the financial support to Timor-Leste and will have several meetings with portuguese institutions and businessmen, in order to promote and divulge investment opportunities in his country.
