Government and Civil Service Commission discuss priorities for Civil Service Reform
The Minister of the Presidency of the Council of Ministers, Agio Pereira, met today, July 30th, 2024, with the President of the Civil Service Commission (CFP – acronym in Portuguese), Agostinho Letêncio de Deus, and his team, at the Government Palace in Dili. The purpose of the meeting was to discuss the Commission's prioritisation plan for implementing the Civil Service reform.
During the meeting, the President of the CFP presented the Minister with the work priorities based on the main areas of intervention identified in the diagnostic study presented to the Council of Ministers at the July 3rd, 2024, meeting. This study provides a comprehensive overview of the current conditions of the systems, practices and legal frameworks governing human resources management in the public sector, pointing out the critical points for the necessary reform.
Agostinho Letêncio de Deus highlighted the importance of this reform for modernising public administration, stating that the aim is to increase the efficiency and effectiveness of the services provided to the population. The President of the CFP emphasised that public administration must be an engine of sustainable and inclusive development for the country. The proposed reform will include reviewing and updating legal and regulatory frameworks, introducing new human resources management practices and implementing more transparent and accountable systems.
Minister Agio Pereira reaffirmed the Government's commitment to this reform, emphasising the importance of improving service delivery processes for citizens and companies, strengthening accountability and performance incentives, and improving the management and development of human resources.
Following the presentation to the Council of Ministers, the Civil Service Commission (CFP) is collecting comments and recommendations from the various ministerial lines. These contributions will be used to finalise the public administration reform plan, which will soon be submitted to the Council of Ministers. This process aims to ensure that the reform meets the needs and expectations of all government sectors, guaranteeing a more efficient public administration aligned with the objectives of the 9th Constitutional Government's Programme and with the country's development.
