Ministry of Finance distributes Circular with Budget Preparation Rules and Disaggregated Ceilings for GSB 2025
This Tuesday, July 23rd, 2024, the Ministry of Finance officially distributed the Circular with the Budget Preparation Rules and the Fiscal Envelope approved for each State Institution that is part of the budget perimeter for the General State Budget (GSB) 2025. The event took place in the Kay Rala Xanana Gusmão Auditorium at the Ministry of Finance in Dili.
The ceremony was attended by the Minister of Finance, Santina José Rodrigues F. Viegas Cardoso, the Vice Minister of Finance, Felícia Claudinanda Cruz Carvalho, the Director General of Planning and Budget, José Alexandre de Carvalho, the National Director of Budget, Salomão Yaquim, and various public administration leaders in the area of finance.
This working session is a follow-up to the Budget Days for the 2025 State Budget and the Council of Ministers' Decision of July 17th, 2024, which defined the total amount of expenditure for each budget title of the 2025 State Budget, with an expected overall value of 1.8 billion US dollars.
During the event, the Minister of Finance gave the opening speech and symbolically handed over the 2025 State Budget Circular. Before it was distributed to the line ministries, there was a detailed presentation on the contents of the circular and a simulation in the Electronic Planning, Monitoring and Evaluation Information System “Dalan ba Futuru” for the GSB 2025.
The line ministries will now have 11 days (including holidays and weekends) to draw up their budget proposals. These proposals will be examined by the Budget Review Committee from August 12 to 27, 2024. The 2025 State Budget Bill is expected to be submitted to the National Parliament by October 1, 2024.
