Recruitment Process of the Civil Servants

In Timor-Leste, the announcement of the employment vacancies for the Civil Service is done through the newspapers, radio and is also published in the notice panel of the district government departments. The resource to the new technologies is being used but “there is still no guarantee that all the possible candidates have access to the internet. Therefore, we use the traditional method” explains Libório Pereira, President of the Civil Servant Commission.
After placing the announcement, there is a legal time frame of ten days for the interested people to present their application.
The selection process of the future employee is composed of several phases. First, a jury panel analyses the documents delivered by the candidate, to guarantee that all requirements are fulfilled. The list of the selected candidates is published, announcing the date of the following step: the written test, that occurs five days later, in Díli. According to the CFP President, this period of five days serves not only “for the persons who are on the list to be informed that they have been selected and that they have a written exam scheduled, but also for those who are not on the list to be able to claim”. The candidates that get classification above 60 per cent pass this phase of the written exam.
The third phase of the selection process is the interview, in which the candidates have also to obtain, a minimum of 60 per cent. Libório Pereira points out that, “in the recruitment, each phase is an elimination, in other words, who doesn’t fulfil the document selection phase, doesn’t advance. The same happens for the written test and the professional interview. This rule has the purpose of guaranteeing the qualification of the future employee”.
