Civil Servant Commission First Anniversary

The Civil Servant Commission (Portuguese acronym CFP) has completed one year of existence. The anniversary, on the 15th July, was celebrated with the presentation of the institutional corporative image and the future installations project.

For the President of the Civil Servant Commission, the balance of the activity developed within these first 12 months of functioning is positive. Libório Pereira says, however, that “we are aware of the challenges that we face for the building of a more efficient Public Service in Timor-Leste.”

In this first year of functioning, the CFP received 110 disciplinary cases, twenty six of which have already been concluded, and 43 are in the instruction phase. “The complaints or allegations that we received are, in their majority, related with cases of service abandonment (for more than 1 month). The law says that the absence to work during 21 consecutive days is considered as service absence. Generally, the disciplinary issues are submitted to the Commission by the Ministries or other organs of the Public Administration, General-Inspection, State Counsel’s Office and other entities, such as the Human Rights and Justice Office” explains Libório Pereira.

The annual report that the Commission has to present to the National Parliament and to the Government, at the end of March each year, was already been delivered. “To date there still wasn’t any response from either the Parliament nor the Government. We presented the report personally to the President of the National Parliament and to the Prime Minister. A plenary session was promised to us, for the members of Parliament to hear the Commission directly. Up to this date, we still await for an answer” states the CFP President.
