Government Defines Priorities for 2024 at Budget Days

On September 12th, 2023, the Government, through the Ministry of Finance, will organise the Budget Days. This seminar marks the beginning of the 2024 General State Budget (GSB) preparation in the Xanana Gusmão auditorium at the Ministry of Finance in Dili.

Under the theme “Continuing to Consolidate and Transform Service Delivery by Improving the Management System and Investment Strategies”, the main goal of this seminar is to define Government priorities and set the fiscal ceiling for next year.

The Budget Days will begin with opening speeches by the Minister of Finance, Santina José Rodrigues F. Viegas Cardoso, and the Prime Minister, Kay Rala Xanana Gusmão.

The second session will analyse the macroeconomic situation, the investment performance of the Petroleum Fund, information related to loans, Public-Private Partnerships (PPPs), donor support, the development of the financial sector in the context of state-building, and the fundamental role of the National Bank of Commerce of Timor-Leste (BNCTL) in the development of the economy.

The third session will be dedicated to presenting the priorities for the mandate of the 9th Constitutional Government, as well as the objectives to be achieved. In this context, the priorities for next year and the scenarios relating to the 2024 fiscal ceiling will also be analysed.

The final session will include a discussion on priorities and the fiscal ceiling for 2024, culminating in a closing speech by the Prime Minister.

The event will be attended by all members of the Government, the President and members of the National Parliament, as well as representatives of the various ministerial lines, autonomous agencies, municipal authorities and civil society.
