The Presidency of the Council of Ministers and Civil Service Commission discuss the 9th Government's priorities for the sector

The Minister of the Presidency of the Council of Ministers, Agio Pereira, met, on August 3rd, 2023, at the Government Palace, with the President of the Civil Service Commission (CFP, acronym in Portuguese), Faustino Cardoso Gomes, accompanied by Commissioners Maria de Jesus Sarmento, Carmeneza dos Santos Monteiro and Fausto Freitas da Silva Liurai Taci.

This was the first meeting between Minister Agio and the commissioners of the Civil Service Commission since the inauguration of the Executive and the approval of the 9th Constitutional Government's Organic Structure, which has brought the CFP under the superintendence and tutelage of the Minister of the Presidency of the Council of Ministers.

During the meeting, the President of the Civil Service Commission and his Commissioners handed over the organisation's reports to the Minister. They shared various information with the Minister on several civil service issues aligned with the priorities of the 9th Constitutional Government's Programme.

Among the various issues addressed at the meeting, the digitalisation process of the civil service matters related to meritocracy, recruitment, promotion, merit-based selection for senior positions, human resource management and performance appraisal were highlighted. The ageing of the civil service, the need for recruitment under the ASEAN accession process and the increased uptake of the Human Capital Development Fund by the civil service were also analysed. Other issues discussed at the meeting concerned the assets and staff of the entities abolished by the organisation of the 9th Government, the teachers' career regime and the establishment of the CFP's electronic recruitment system.

Minister Agio presented the main priorities of the 9th Constitutional Government Programme, with particular emphasis on the decentralisation process, job creation and human resources training.

The Minister of the Presidency of the Council of Ministers emphasised the importance of good governance and the fight against corruption for the country's development, stressing that the efficiency of the public sector is essential to ensure sound public service delivery and the effective implementation of the policies outlined in the Strategic Development Plan and the Government Programme. Agio Pereira also emphasised the relevance of conducting transparent and accountable audits and mechanisms in public institutions to ensure sound governance and prevent corruption.
