Dili Declaration on Local Administrative Reform in Timor-Leste
The Dili Declaration, signed at Cristo Rei Gardens, sealed the commitments made at the Fifth Conference on Administrative Deconcentration, Decentralization and Local Government, held in the capital on the 17th and 18th of August 2016. This document reaffirms the unity and commitment of the Governments of Timor-Leste and Portugal, the Portuguese and Australian authorities, the non-governmental organizations, and all involved in the local government reform process, which is now taking place in Timor-Leste.
This deep reform has been crafted with the support of experts coming from multiple countries who during the conference focused on the analysis of continued support and the technical and material contributions needed in the process of Administrative Decentralization and Local Government creation in the country.
The delegations from Timor-Leste, Portugal, Australia and China conducted visits to several Municipalities and Administrative Posts, to exchange experiences and update information on the National Program for the Development of Sucos (NPDS) and the Integrated Municipality Development Plan (IMDP).
