Meeting of the Council of Ministers on December 28th, 2022
The Council of Ministers met, at the Government Palace, in Dili, and approved the draft Decree-Law, presented by the Minister of Higher Education, Science and Culture, Longuinhos dos Santos, concerning the legal regime of classification and inventory of goods of cultural interest, as well as the rules applicable to its export and import.
The objectives of this decree-law are the preservation, defence, and enhancement of movable assets, sets of movable assets, and classified or proposed for classification immovable assets located in protection zones.

Also presented by the Minister of Higher Education, Science and Culture, the draft Decree-Law for the first amendment to Decree-Law No. 33/2017, of September 6th, on the legal regime of cultural heritage, was approved.
This Decree-Law aims to improve the heritage classification procedure and to make changes to the rules on the rights of the owner, possessor, and other holders of real rights over the classified property or property proposed for classification.

Also approved was the draft Decree-Law, presented by the Minister of Defence, Filomeno da Paixão de Jesus, concerning the Regulation of the Military Medal and the Commemorative Medals of Defence and the F-FDTL.
This Decree-Law aims to create and regulate the conditions for awarding the different modalities of the military medal intended to reward services of notable value provided to the FALINTIL-Forças de Defesa de Timor-Leste (F-FDTL) and the Nation and to distinguish important virtues revealed in the service by F-FDTL military personnel. The military medal may also be awarded to foreign military personnel and national or foreign civilians, in cases duly provided for in this Regulation.
The military medal includes the following categories: a) Military Valour; b) War Cross; c) Distinguished Services; d) Military Merit; e) F-FDTL; f) Exemplary Behaviour; g) Commemorative of Campaigns; and h) Commemorative of Special Service Commissions.

The Council of Ministers decided to approve the Government's Legislative Plan for 2023, presented by the Minister of the Presidency of the Council of Ministers. The legislative plan was prepared based on proposals submitted by members of the Council of Ministers and consists of a forecast of the Government's legislative interventions and respective priorities, divided by sectors, for the year 2023. Legislative planning is one of the instruments enshrined in the Legislative Reform Policy for improving the quality of the Government's legislative activity.
For 2023, 31 legislative interventions are planned for the development of social capital, 27 legislative interventions are expected in the development of infrastructures, 33 legislative interventions are envisaged for the development of the economy, 35 legislative interventions are planned in the area of governmental consolidation and 79 legislative initiatives are foreseen in the area of good governance and the fight against corruption.

The Council of Ministers, following the project presented by the Minister of Public Works, Abel Pires da Silva, decided to approve the procurement procedure for the rehabilitation and maintenance of the Hatubuilico - Letefoho road (KM 11+ 900 to KM 30 +307.88), with an overall value of US$ 25.5 million, to be financed under a loan agreement with the World Bank.

The Minister of Finance, Rui Augusto Gomes, gave a presentation on the initiative to create Timor-Leste's public finance management reform strategy for 2022-2027.
The strategy aims to strengthen fiscal policy to improve fiscal discipline and macroeconomic stability, consistently improve public resource mobilization, according to the priorities defined in the SDP 2011-2030, promote efficiency in the use of public resources and improve budget execution, and promote accountability through external supervision, transparency, and budgeting.

The Vice-Minister for Commerce and Industry, Domingos Lopes Antunes, presented to the Council of Ministers the political-legislative options underlying the initiative to create a general regime for legal metrological control.
This initiative aims to regulate the use of measuring instruments, units of measurement, standard units, measuring methods and weighing instruments. It is also intended to determine which entities are competent for metrological control, inspection, and supervision. END
