Transitional Leadership in the Ministry of Finance and the Ministry of State Administration
Considering that the 8th Constitutional Government was sworn in on Friday, the 22nd of June and that, as such, there is a need to complete the special work of ‘portfolio handover’ from the 7th Constitutional Government Ministries to the Ministries of the current Government;
Considering also that some members of the new Government have not yet been sworn, in particular some Ministers, which means that in some cases there is a lack of the necessary institutional leadership for the "portfolio handover" and to assume the daily management commitments of the Ministries;
Thus, according to Article 117 (1) (c) of the Constitution of the Republic, the Prime Minister determines the following:
The Ministry of Finance shall, on a transitional basis, be under the leadership of the Deputy Minister of Finance, who shall ensure coordination of all activities of the Ministry.
The Ministry of State Administration shall, on a transitional basis, be under the leadership of the Deputy Minister of State Administration, who shall ensure coordination of all Ministry activities.
The delegation of powers to the Vice Ministers identified in the preceding paragraphs shall automatically terminate when the Minister in charge of each of these Ministries is sworn in, or when this order is expressly revoked. ENDS

Transitional Ministerial Administration
Considering that the 8th Constitutional Government took office last Friday, June 22nd, and that, consequently, it is important to deal immediately with the special process of "portfolio transition" of the ministries of the VII Constitutional Government to the ministries of the current Government.
Considering that in this very early period of the mandate of this Government and as there is still no organic law of the Government, situations may still cause some lack of definition regarding the attributions of each ministry;
Considering also that some members of the new Government have not yet been sworn-in, in particular some ministers, and that in some cases there is a lack of institutional leadership necessary for the 'portfolio transition' and for the commitments associated with the day-to-day management of the ministries;
As such, and in accordance with part c) of nº1 of Article 117 of the Constitution of the Republic, the Prime-Minister declares that:
The Minister of State and of the Presidency of the Council of Ministers, Agio Pereira, shall, on a transitional basis, be responsible for the ministries whose incumbent Minister has not yet taken office, with the support of the Deputy Ministers and Secretaries of State of each of these ministries that have already taken office, to ensure coordination in these sectors of activity.
The ministries that are temporarily under the responsibility of the Minister of State and of the Presidency of the Council of Ministers are the following:
a) Ministry of Tourism, Commerce, Industry and Environment;
b) Minister of Planning and Strategic Investment;
c) Ministry of Defense;
d) Ministry of the Interior;
e) Ministry of Petroleum and Mineral Resources;
f) Ministry of Veteran Affairs;
g) Ministry of Health.
Until the swearing in of the incumbent Ministers of the Ministries refereed, their nº 2, the Vice-Ministers and Secretaries of State of this ministries shall report to the Minister of State and of the Presidency of the Council of Ministers.
The Minister of State and of the Presidency of the Council of Ministers shall, in particular, be responsible for ensuring the transition of the previous Government's affairs to the ministries referred to in paragraph 2.
The delegation of powers to the Minister of State and to the Presidency of the Council of Ministers shall automatically terminate when the minister incumbent of each of the ministries referred to in paragraph 2 is sworn in his or her functions. ENDS

Giant Screen Will Show All World Cup 2018 Games at the Independence Proclamation Square
As we count down to the start of FIFA’s World Cup 2018, the VII Constitutional Government, through the Secretary of State for the Council of Ministers and Social Communications, Matias Boavida, announced today that a giant screen will be placed at the Independence Proclamation Square where there will be live broadcasts of all games of the World Cup, which runs between the 14th of June and 15th of July 2018.
This initiative is promoted in cooperation with the Timorese company ETO – Esperança Timor Oan, represented by its CEO, Nilton Gusmão, which will guarantee the television broadcasts of all matches of the World Cup throughout the country.
The Secretary of State, Matias Boavida, says the objective of the initiative is to “give all citizens the opportunity to watch all World Cup matches for free, in a public space, celebrating the well-known passion of football that all Timorese share”.
The opening match, between the host Russia and Saudi Arabia, at the Luzhniki Stadium, in Moscow, will be broadcast live the day after tomorrow, the 15th of June, at 03:00, local Dili time. ENDS

As a result of the dispatch on the day-off on the occasion of the Parliamentary Election of 2018, dated May 3rd 2018, the Government decided to grant day-off on the next days 10th, 11th and 14th May 2018 for all public servants and agents of the Ministries or their dependent services, as well as the institutes and organisms integrated in the indirect administration of the State residing or working in the Special Administrative Region of Oé-cusse Ambeno, but are registered in the other municipalities of the country for the exercising of their voting rights. In recent days, some concerns have been raised by the public regarding the suspension of lottery games by the Ministry of Tourism of the Seventh Constitutional Government.
The Government's official spokesman, the Secretary of State of the Council of Ministers and for Social Communication, Matias Boavida, stated that "the Government is not closing all lottery games but only suspending its activities temporarily until they open their BNCTL bank accounts.”
“The Government, through the Ministry of Tourism, has already instructed that the deadline for all administrative requirements to be met and the BNCTL accounts to be opened be extended until 31st May 2018", concluded the Secretary of State Matias Boavida. ENDS
