Extraordinary Meeting of the Council of Ministers of July 11st, 2018
The Government met in the Government Palace in Dili and approved the proposal submitted by the Prime Minister, Taur Matan Ruak, to extend the mandate of the Commissioner of the Anti-Corruption Commission (CAC), Adérito Tilman, taking into account that the current mandate ends on July 15 and that it is the responsibility of the Government to propose to the National Parliament a candidate to be elected by the Plenary.
The Council of Ministers approved a draft law proposal for the extraordinary authorization to carry out a transfer from the Petroleum Fund, given that the remaining balance of the budget execution of the previous fiscal year is not enough to ensure the expenses associated with the activity of the Public Administration and that the current law does not cover situations in which public expenditure is carried out in accordance with an additional duodecimal regime. The approved Draft Law Proposal aims to allow the financing of Public Administration activity during the period of validity of this supplementary duodecimal regime.
Finally, Minister of Foreign Affairs Dionisio Babo Soares presented a proposal approved by the Council of Ministers for a Government Resolution on a donation to the Permanent Representation of the Sahrawi Arab Democratic Republic, reaffirming Timor-Leste's solidarity and support for the struggle for self-determination of the Sahrawi people. Transitional Ministerial Administration
Considering that the 8th Constitutional Government took office last Friday, June 22nd, and that, therefore, the most urgent work in each ministry should begin quickly;
Considering also that some members of the new Government have not yet been sworn-in, in particular some ministers, and that in some cases there is a lack of institutional leadership necessary for the 'portfolio transition' and for the commitments associated with the day-to-day management of the ministries;
Considering a previous Decision that the Minister of State and the Presidency of the Council of Ministers was entrusted with the responsibility of coordinating the affairs of the Ministry of Health, among others, while the Minister of Health is not sworn-in;
Considering also that the two Vice-Ministers of Health have already been sworn in and that the Ministry appears to be prepared to advance to the immediate work needed under the temporary leadership of one of these members of the Government;
As such, and in accordance with part c) of n.º 1 of Article 117 of the Constitution of the Republic, the Prime-Minister declares that:
The Ministry of Health is, on a transitional basis, under the leadership of the Vice-Minister of Health, Élia António de Araújo dos Reis Amaral, who shall ensure coordination of all activities of the Ministry.
The delegation of powers to the Vice-Minister refered to in the preceding paragraph shall automatically terminate when the Minister of Health is sworn in, or when this order is expressly revoked.
Order n.º 002/PM/VI/2018 is partially revoked in what concerns the transitional coordination of the Ministry of Health by the Minister of State and the Presidency of the Council of Ministers, Agio Pereira. ENDS

Meeting of the Members of the Eight Constitucional Government of the 25th of June 2018
The VIII Constitutional Government met for the first time this Monday, June 25, 2018, at the Government Palace in Dili.
Prime Minister Taur Matan Ruak expressed his hope that the swearing-in of the remaining members of the Eight Constitutional Government will happen as soon as possible to allow the Government Program and the State Budget to be presented as soon as possible.
The Prime Minister guaranteed that the Government's Program will be based on the commitment to improve the quality of life of the people through the development of social, infrastructure, institutional and economic development areas.
The Prime Minister asked the various members of the Government to take stock of the existing conditions in terms of assets, human resources and contracts already concluded to ensure a rigorous and effective planning for the mandate of the Eight Constitutional Government.
The Minister of State and the Presidency of the Council of Ministers, Agio Pereira, presented to the Government the Rules of Procedure of the Council of Ministers and the Legal Regime of the Ministerial Cabinets. Transitional Leadership in the Ministry of Finance and the Ministry of State Administration
Considering that the 8th Constitutional Government was sworn in on Friday, the 22nd of June and that, as such, there is a need to complete the special work of ‘portfolio handover’ from the 7th Constitutional Government Ministries to the Ministries of the current Government;
Considering also that some members of the new Government have not yet been sworn, in particular some Ministers, which means that in some cases there is a lack of the necessary institutional leadership for the "portfolio handover" and to assume the daily management commitments of the Ministries;
Thus, according to Article 117 (1) (c) of the Constitution of the Republic, the Prime Minister determines the following:
The Ministry of Finance shall, on a transitional basis, be under the leadership of the Deputy Minister of Finance, who shall ensure coordination of all activities of the Ministry.
The Ministry of State Administration shall, on a transitional basis, be under the leadership of the Deputy Minister of State Administration, who shall ensure coordination of all Ministry activities.
The delegation of powers to the Vice Ministers identified in the preceding paragraphs shall automatically terminate when the Minister in charge of each of these Ministries is sworn in, or when this order is expressly revoked. ENDS

Transitional Ministerial Administration
Considering that the 8th Constitutional Government took office last Friday, June 22nd, and that, consequently, it is important to deal immediately with the special process of "portfolio transition" of the ministries of the VII Constitutional Government to the ministries of the current Government.
Considering that in this very early period of the mandate of this Government and as there is still no organic law of the Government, situations may still cause some lack of definition regarding the attributions of each ministry;
Considering also that some members of the new Government have not yet been sworn-in, in particular some ministers, and that in some cases there is a lack of institutional leadership necessary for the 'portfolio transition' and for the commitments associated with the day-to-day management of the ministries;
As such, and in accordance with part c) of nº1 of Article 117 of the Constitution of the Republic, the Prime-Minister declares that:
The Minister of State and of the Presidency of the Council of Ministers, Agio Pereira, shall, on a transitional basis, be responsible for the ministries whose incumbent Minister has not yet taken office, with the support of the Deputy Ministers and Secretaries of State of each of these ministries that have already taken office, to ensure coordination in these sectors of activity.
The ministries that are temporarily under the responsibility of the Minister of State and of the Presidency of the Council of Ministers are the following:
a) Ministry of Tourism, Commerce, Industry and Environment;
b) Minister of Planning and Strategic Investment;
c) Ministry of Defense;
d) Ministry of the Interior;
e) Ministry of Petroleum and Mineral Resources;
f) Ministry of Veteran Affairs;
g) Ministry of Health.
Until the swearing in of the incumbent Ministers of the Ministries refereed, their nº 2, the Vice-Ministers and Secretaries of State of this ministries shall report to the Minister of State and of the Presidency of the Council of Ministers.
The Minister of State and of the Presidency of the Council of Ministers shall, in particular, be responsible for ensuring the transition of the previous Government's affairs to the ministries referred to in paragraph 2.
The delegation of powers to the Minister of State and to the Presidency of the Council of Ministers shall automatically terminate when the minister incumbent of each of the ministries referred to in paragraph 2 is sworn in his or her functions. ENDS
