National Holiday on the Occasion of the Commemoration of Idul Adha
Law Nº 10/2005, of August 10, amended by Law Nº 3/2016, of May 25, establishes the legal regime of public holidays, official commemorative dates and tolerances.
This law establishes, in nº1 of article 2, national holidays with a fixed date and in nº 2 of the same article, national holidays with a variable date, and determines that the setting, each year, of the specific date for variable national holidays, is to be made by a decree signed by the member of Government responsible, pursuant to nº3 of the same legal provision.
As no decree was issued on the matter at the beginning of this year, it is necessary to comply with the provisions of Article 2 (3) and to define as a holiday the Idul Adha, whose date, considering the religious nature of the event this holiday is celebrating, was indicated by the Islamic Community Center of Timor-Leste.
Thus, under the terms and for the purposes of nº 3 of article 2 of Law Nº 10/2005, of August 10, as amended by Law No. 3/2016, of May 25, the Government determines the following:

Meeting of the Council of Ministers of July 24th, 2018
The Council of Ministers met at the Government Palace, in Díli, and approved the Decree-Law that approves the Organic Structure for the Eight Constitutional Government.
The approved organic structure aims to encourage the improvement of service delivery to the public and expedite the State machine, without losing sight of objectives regarding efficiency, effectiveness and accountability.
The Government is composed of the Prime Minister, the Minister of State, the Minister Coordinator, Ministers, Vice-Ministers and Secretaries of State, with the following structure:
a) Minister of State and of the Presidency of the Council of Ministers.
b) Minister Coordinator for Economic Affairs.
c) Minister for Legislative Reform and Parliamentary Affairs
d) Minister for Finance;
e) Minister for Foreign Affairs and Cooperation;
f) Minister of Justice;
g) Minister for State Administration;
h) Minister for Health;
i) Minister of Education, Youth and Sports
j) Minister of Higher Education, Science and Culture
k) Minister of Social Solidarity and Inclusion
l) Minister for the Affairs of Former Combatants of National Liberation
m) Minister for Planning and Strategic Investment;
n) Minister for Public Works;
o) Minister for Transport and Communication;
p) Minister for Tourism, Commerce and Industry;
q) Minister for Agriculture and Fisheries

To carry out their duties, some Ministers are assisted by Vice-Ministers and Secretaries of State:

h) The Minister for Education, Health and Sport is assisted by the Vice-Minister for Education, Youth and Sport and by the Secretary of State for Youth and Sport;
i) The Minister for Higher Education, Science and Culture is assisted by the Secretary of State for Art and Culture;
j) The Minister of Social Solidarity and Inclusion is assisted by the Vice-Minister for Social Solidarity;
k) The Minister for the Affairs of Former Combatants of National Liberation is assisted by the Secretary of State for the Affairs of Former Combatants of National Liberation;
l) The Minister for Public Works is assisted by the Vice-Minister for Public Works;
m) The Minister for Tourism, Commerce and Industry is assisted by the Vice-Minister for Tourism, Commerce and Industry;
n) The Minister for Agriculture and Fisheries is assisted by the Secretary of State for Fisheries;
o) The Minister of Interior is assisted by the Secretary of State for Civil Protection;
The Secretary of State for Equality and Inclusion is directly dependant of the Prime Minister. END

Extraordinary Meeting of the Council of Ministers of July 11st, 2018
The Government met in the Government Palace in Dili and approved the proposal submitted by the Prime Minister, Taur Matan Ruak, to extend the mandate of the Commissioner of the Anti-Corruption Commission (CAC), Adérito Tilman, taking into account that the current mandate ends on July 15 and that it is the responsibility of the Government to propose to the National Parliament a candidate to be elected by the Plenary.
The Council of Ministers approved a draft law proposal for the extraordinary authorization to carry out a transfer from the Petroleum Fund, given that the remaining balance of the budget execution of the previous fiscal year is not enough to ensure the expenses associated with the activity of the Public Administration and that the current law does not cover situations in which public expenditure is carried out in accordance with an additional duodecimal regime. The approved Draft Law Proposal aims to allow the financing of Public Administration activity during the period of validity of this supplementary duodecimal regime.
Finally, Minister of Foreign Affairs Dionisio Babo Soares presented a proposal approved by the Council of Ministers for a Government Resolution on a donation to the Permanent Representation of the Sahrawi Arab Democratic Republic, reaffirming Timor-Leste's solidarity and support for the struggle for self-determination of the Sahrawi people.
