Meeting of the Council of Ministers on August 24th, 2022

The Council of Ministers met, at the Government Palace, in Dili, and approved the draft Decree-Law, presented by the Minister of Higher Education, Science and Culture, Longuinhos dos Santos, regarding the legal regime of higher education institutions. This draft Decree-Law had already been subject to deliberation in the meeting of the Council of Ministers on June 15th 2022, however, due to the introduction of some changes in the final drafting phase, it became necessary to submit it to a new deliberation.

Also approved was the draft Government Decree, presented by the Minister of State Administration, Miguel Pereira de Carvalho, for the establishment of the Support Mission for the 2022 Guinea-Bissau Voter Registration Process (MAPRE-GB 2022 Portuguese Acronyms), for elections scheduled for next December 18th. The establishment of MAPRE-GB 2022 follows Guinea-Bissau's request to support the organization and conduct of voter registration, recognizing the important contribution that the three Timorese missions in support of Guinea-Bissau's electoral processes, established in 2013, 2014 and 2018, have provided to the holding of free and fair elections in this country. MAPRE-GB 2022 will provide technical assistance, promote training and capacity-building activities for the human resources of Guinea-Bissau's electoral administration bodies, and provide technological equipment for voter registration operations.

Lastly, the Council of Ministers approved the draft Government Resolution, presented by the Minister of Finance, Rui Augusto Gomes, concerning financial support for the activities of welcoming and commemorating the elevation of Dom Virgílio do Carmo da Silva, SDB, to Cardinal. The Government values this significant gesture of the presence and importance of the Catholic Church in Timorese society, and associates itself with this moment of the collective life by supporting the welcoming and commemorating activities of the nomination of Dom Virgílio do Carmo da Silva, as the first Timorese Cardinal. Thus, financial support in the amount of US$ 220,732.00 is approved, for the realization of the referred activities, coming from the appropriations for the entire Government and through the previous signature of a public grant agreement between the Government and the Timorese Episcopal Conference. Virgílio do Carmo da Silva will be elevated to Cardinal during the Consistory of August 27th, 2022, in the Vatican. END
