Extraordinary Meeting of the Council of Ministers from October 31st, 2014

The Government met extraordinarily this Friday, October 31, 2014, in the Council of Ministers’ meeting room, at the Government Palace, in Díli, and approved amendments to two diplomas:

1. Second amendment to the Government Decree no. 1/2014, of February 12th, about the General State Budget Execution

The Government Decree no. 1/2014, of February 12th, establishes the rules required for the execution of the General State Budget (GSB) in 2014, approved by Law no. 2/2014, of February 5th, on the GSB for 2014.

This amendment adjusts the general rules related to the closing of the financial year, and ratifies the amendment in regards to bank guarantees.

2. First amendment to Decree Law no. 31/2009, of November 18th, that approves the Statutes for Staff of the Immigration Services

The Decree Law no. 31/2009, of November 18th, that approves the Statutes of the Immigration Service, establishes a professional reconversion program that allows the staff in the National Police of Timor-Leste career system to transfer to the Immigration career system, when all the other requirements have been met. Under this diploma, a transition period was established for the reconversion, for a maximum period of five years, which will expire on the 18th November 2014.

Since it has not yet been possible to implement the above-mentioned program, this amendment extends the transitional period and redefines the panel of judges for the retraining process.

The Council of Ministers also analysed two presentations:

1. Presentation on the progress of the General State Budget Execution Progress in 2014

A technical team of the Ministry of Finance presented the Council of Ministers with a quantitative data about the current state of the General State Budget execution in 2014.

2. Presentation on the General State Budget for 2015

A technical team of the Ministry of Finance presented the Council of Ministers with an overview of the General State Budget for 2015, addressing specific issues, such as the planning and economic horizon of the country, the execution of the GST 2014 and the main envisaged policies for 2015.
