International Conference on the post-2015 Development Agenda: “Development for all: Stop conflict, build states and eradicate poverty”

From 26 Feb until 28 Feb

This International Conference will take place on February 26 to 28, 2013, in the Díli Convention Centre, Díli, Timor-Leste.

On Tuesday 26 February 2013, there will be a Round Table Consultation on Pacific Issues (only for Pacific Participants).

The Conference will start at 18.30 hours, with a welcome reception by H.E. Taur Matan Ruak, President of República Democrática de Timor-Leste, followed by an Address by Dr. Kuntoro Mangkusubroto, Indonesian President’s Inter-Ministerial Coordinator for Development Monitoring and Oversight.

The official Opening will take place on Wednesday 27 February, 2013, at 0900 hours, with welcoming remarks by H. E. Kay Rala Xanana Gusmão, Prime Minister of República Democrática de Timor-Leste.

The first intervention will be on “Development challenges in the Asia and Pacific region”, by Dr. Noeleen Heyzer, Under-Secretary-General and Executive Secretary of the UNESCAP.

Before the coffee break, a High Level Panel of Heads of States/Heads of Governments/Ministers will focus on “Possible futures of post-2015 development”. Participation of Hon. Gordon Darcy Lilo , Prime Minister of the Solomon Islands and g7+ Deputy Minister of Finance from South Sudan, among others, are expected, followed by audience questions and discussion.

After the coffee break, H.E. Emilia Pires, Minister of Finance of Timor-Leste will make an address on “Feedback from country consultations: Giving voice to the voiceless”.

After lunch, Professor Jeffrey Sachs, from The Earth Institute, will, in a video recording, make his remarks on “Sustainable Development Solutions for Asia”.

Five sessions will run, then, in parallel for two 1.5 hour time slots. Participants can select two sessions to attend.

The MDGs: The Big Push to 2015
- Session 1a: How can we accelerate progress towards meeting the MDGs by 2015?
Facilitator: g7+ representative (Timor-Leste) and UNESCAP

- Session 1b: What are the strengths and weaknesses of the MDGs?
Facilitator: g7+ CSO representative & Democratic Republic of Congo

New Frontiers: What might the post-2015 development goals include?
- Session 2a: Governance, Statebuilding and Development
Facilitator: g7+ representative and UNDP/EU

- Session 2b: Peacebuilding and Building the Social Contract
Facilitator: g7+ representative & (Japan)

- Session 2c: Inclusive growth and Job creation
Facilitator: g7+ Representative & (ILO/World Bank)

In the end of the day, a reception will be hosted by the Government of Timor-Leste in the Díli Convention Centre.
On Thursday 28 February 2013, at 0900 hours the Conference will start with a Plenary session: Feedback from break out groups. Facilitators from each thematic group will report back on discussions in their groups.

After the coffee break, “The way forward”, chaired by H.E. Emília Pires, will be the theme discussed.

The session will end at 12.30 hours, with the announcement of the “Dili Consensus” and a Closing Session/speech by: H. E. Kay Rala Xanana Gusmão, Prime Minister, República Democrática de Timor-Leste

Before lunch, a Press Conference will be given by H.E. Emília Pires, Minister of Finance of Timor-Leste and Dr. Noeleen Heyzer, Under-Secretary-General and Executive Secretary of the UNESCAP.
