 Day off on October 31, 2025, on the occasion of the celebration of “All Saints’ Day” and “All Souls’ Day”

Considering that on the next 1st and 2nd of November, it will be celebrated “All Saints’ Day” and “All Souls’ Day”, respectively:

Taking into account that the aforementioned dates are expressly provided for as national holidays under the terms of paragraphs f) and g) of article 2 of Law no. 10/2005, of August 10, amended by Laws no. 3/2016, of May 25, and 10/2023 of April 5;

Considering that religious celebrations on these dates are of great importance and significance for Catholics who usually participate in them in large numbers.

Considering the large number of people who will have to travel to their home villages to participate in the religious ceremonies that will take place on the aforementioned dates.

Considering also the practice that has been followed, of providing the possibility for the majority of public administration employees and agents to participate in these religious celebrations.

Taking into account that, in accordance with the provisions of paragraph d) on paragraph 6 of article 7 of Law no. 10/2005, on August 10, amended by Laws no. 3/2016, of May 25, and 10/2023, on April 5, it is the responsibility of the Prime Minister to grant public holidays to “employees and agents of ministries or services dependent on them, as well as of institutes and bodies integrated into the indirect administration of the State”,

Therefore, under the provisions of paragraph b) of paragraph 2 and paragraph d) of paragraph 6 of article 7 of Law no. 10/2005, on August 10, amended by Laws no. 3/2016, of May 25, and 10/2023, on April 5, the Prime Minister, through the Dispatch no. 22/PM/X/2025, on October 27, determined the following:

1. A day off is granted on October 31, 2025, for the entire day.

2. This order covers all employees, agents and workers who work in the State's direct administration services, whether central or decentralized, or in indirect administration bodies.

3. The human resources of public services that, due to the nature of the activity they carry out, must remain in operation during that period are excluded from the previous number

4. Without prejudice to the continuity and quality of the public service to be provided, the top managers of the services referred to in the previous number must promote the equivalent exemption from the duty of attendance of their respective human resources, on a day to be determined in due course.
