The Ministry of Finance organized a seminar, on February 13th, at the Díli’s Conventions Centre, on the issue of “Dissemination of Rules and Procedures for the execution of the General State Budget for 2014”. This seminar was specially for the General Directors, National Directors for Finance and the main representatives of each Ministry and State Secretariat.

The Vice-Minister for Finance, Santina Cardoso, recalled that after the approval of the General State Budget (GSB) and its promulgation by the President of the Republic, the Ministry of Finance always kept meetings with the General Directors, National Directors for Finance, as well as with the major representatives of each Ministry and State Secretariat, aiming to be able to disseminate information about the system, the planning, the budget itself and the execution procedures at the Treasury, for every Ministries to follow the existing rules.

At the same occasion, the Vice Prime Minister, Fernando La Sama de Araújo, also asked for an effort from the General and National Directors, in helping each other in the supervision of each employee, towards a good and easy administration. He also referred that when the Directors of the Public Administration do not take responsibilities, or are not willing to learn, the whole country faces problems, therefore it is up to them to try to know and learn once again that execution depends on them and not on members of Government.

Fernando La Sama de Araújo also reinforced the importance of Directors being committed on a good budget execution of the Public Administration, for not to exist bad practices in such a young country, and also the importance of acting in accordance with the law, which guides and facilitates the work of the system.
