Council of Ministers Meeting on May 2, 2012

The Council of Ministers met this Wednesday, May 2, 2012, in the Council of Ministers Meeting Room at the Government Palace in Díli and approved:

1. Plan for Professional Technical Education Training

The 2011-2030 Plan for Professional Technical Education Training was developed by the Secretariat of State for Professional Training and Employment, with support from the National Institute of Manpower Development (INDMO), International Labor Organization (ILO Timor-Leste) and Australian organization SMYL Community Services.

This plan supports the initiatives set out in the Timor-Leste 2011-2030 Strategic Development Plan, prepared by the IV Constitutional Government, and will establish a modern system of technical and professional training that will meet the needs of development, in the short, medium and long term, and build the professional capabilities of the Timorese people.

2. Timor-Leste Security Sector Review Process

The Security Sector Review, which was developed with the participation of the President and the Prime Minister, was submitted to the Council of Ministers by the Secretary of State for Security. The Review assesses challenges, potential threats and the state of our institutions, highlights areas that need reform and supports the further development of institutions of State.

As a result of this document, new legislation has been approved for the major sectors of security and defense as well as the coding of the Integrated System of National Security.

The Security Sector Review is the first phase of an ongoing process that will make the institutions more efficient and effective, with clearly defined mandates that will allow well-coordinated operations.

Despite the challenges, this review aims to continue to support the development of a Nation which is secure, where people feel safe and have trust and confidence in the police, the military and the judicial system.

3. Decree-Law of the Government approving the revision of the Food Allowance for Officers, Sergeants and Agents of the National Police of Timor-Leste

This legislation updates the value of the monthly Food Allowance given to the Officers, Sergeants and Agents of the National Police of Timor-Leste (PNTL), defined by the Government Decree n.° 5/2009, of July 29, according to the PNTL Salary Regime.

4. Decree-Law of the Government approving the revision of the Transportation Allowance for Officers, Sergeants and Agents of the National Police of Timor-Leste

This legislation updates the value of the monthly Transport Allowance granted to Officers, Sergeants and Agents of the National Police of Timor-Leste (PNTL), established by the PNTL Salary Regime, approved by Decree-Law n.° 10/2009 of  February 18.

The Council of Ministers also analyzed:

1. Presentation of the Anti-Corruption Commission Report

The self-evaluation report of the Anti-Corruption Commission (CAC) contains general information about the State’s effort to prevent and combat corruption before the ratification of UN Convention against Corruption (UNCAC) and the legal, political and institutional system in force. The ratification of the UNCAC requires the implementation of this report by the CAC. Among other things, legislation, law enforcement capability, the anticipated challenges and technical needs were evaluated.
At the end of the presentation to the Council of Ministers, the President of the CAC, Mr Adérito of Jesus, formally delivered the report to the Prime Minister.

2. Presentation of the Central Bank Report

The Central Bank Governor, Abraão de Vasconcelos, presented to the Council of Ministers a report on the financial sector in Timor-Leste. This report meets the recommendations made by the Evaluation of Asia-Pacific Group on Money Laundering in Timor-Leste.

The document assesses the legal and institutional system in place and discusses preventive measures aimed at financial and nonfinancial institutions and forms of national and international cooperation towards a sustainable development of this sector in Timor-Leste.
