Council of Ministers Meeting from February 1, 2012

The Council of Ministers met this Wednesday, February 1, 2012, in the Council of Ministers Meeting Room, at the Government Palace, in Díli and approved:

1. Government Resolution on the Working Group to Delimit the Maritime Border of Timor-Leste

This diploma instructs the Ministry of Foreign Affairs to coordinate an interdepartmental working group and provide this working group of technical equipment and scientific resources necessary to determine the baselines of Timor-Leste, as well as the legal instruments necessary for the delimitation of the country’s maritime border.

This document also does the follow-up provided in Article 12.0 of Law 7/2002 of September 20, for the conclusion of the internal ratification process, and subsequent filing of the corresponding instrument, of the United Nations Convention on the Law of the Sea, adopted in Montego Bay, December 10, 1982.

2. Decree-Law approving the first amendment to Decree-Law no. 7/2008 of March 5, approving the organization of the Secretariat of State of the Council of Ministers

With this diploma, the Community Radio Centre (CRC) becomes under the direct administration of the State, within the Secretariat of State of the Council of Ministers (SECM).

The CRC is an organization responsible for promoting and monitoring Radios at the Community level, which was absorbed by SECM, since the regulation of policies for social communication is the responsibility of the Secretary of State.

Thus, it’s important to change the Secretariat of State’s organic structure to reflect the existence of a new National Directorate.

The Council of Ministers also analyzed:

1. Presentation of the Study on Commercial Activities in Timor-Leste

The Ministry of Finance submitted to the Council of Ministers the first survey on commercial activities in Timor-Leste, held in 2010. The study categorizes the commercial activities in Timor-Leste, of the non-oil sector of the economy, with detailed information about the structure and performance of Timor-Leste’s commercial sector. In addition to being useful for policy making and development of the sector, the information will be used to calculate the Gross Domestic Product (GDP).

The study was conducted by the National Directorate for Statistics (under the Directorate-General for Analysis and Research of the Ministry of Finance) with support from development partners.

2. Update on the g7 + and New Deal

Following the meetings held over the past two years, related to the g7 +, and with the approach of events related to the group, scheduled for this year, in Díli, the Ministry of Finance submitted to the Council of Ministers an update on the activities of the g7 + and a calendar of upcoming events. It should be noted that the Finance Minister, Emília Pires, presides over the g7 +, which currently has 19 members.
