The Minister of Finance of Timor-Leste, Emilia Pires, led the presentation of the g7+ on Aid Effectiveness in the High Level Forum in Busan, South Korea. The meeting aimed to change attitudes and donor support to fragile and conflict affected nations, through the commitments made in the New Deal.
The New Deal presented by the g7+ consists of three commitments. The first refers to the five objectives of Peace and State Building, namely: Policy Legitimacy, Security, Justice, Economic Basis, Income and Support Center. The second commitment is referred to as FOCUS (Fragility Assessment, One Vision One Plan, Compact, Use of the Objectives for Peace and State Building for monitoring, Support of the Political Dialogue and Leadership). The third is the TRUST (Transparency, Sharing Responsibilities, Use, and Strengthening of National Systems, Capacity Building Strenghtening, predictable and timely Aid).
The New Deal was prepared jointly by g7+ with the objective of helping countries to overcome their weaknesses to achieve the Millennium Development Goals. The support of donor nations is very important and donors like the United Nations, the United Kingdom, Switzerland, Belgium, Denmark, Sweden, Australia, among others, have pledged to support the implementation of the New Deal of the g7+.
In this meeting participated g7+ nations such as East Timor, Guinea-Bissau and Afghanistan, along with representatives of the United Nations and the European Union, among others. Actions relating to the Objectives of Peace and State Building were discussed, including the strategy, the plan and the support that can be provided by each nation in the process of implementing these objectives.
The Finance Minister, Emilia Pires, as the g7+ leader, explained that “the New Deal is not the end but the beginning of the process. The process of implementing the New Deal is not easy, but I believe that with the commitment of the g7+ and collaboration between government, civil society, Parliament and all sectors of this country, we will implement the commitment of the New Deal”.
