Council of Ministers meeting of August 10, 2011
This Wednesday, August 10, 2011, the Council of Ministers met at the Council of Ministers’ meeting room in the Government Palace, Dili, and approved:
1. Decree-Law that approves the First Amendment to the Decree-Law on the Exercise of the Health Professions
Decree-Law No 14/2004 of September 1, establishes the requirements for the performance of health-related professions. Given the fact that a few years have passed since the approval of this diploma, the Council of Ministers approved the redefinition of some concepts in order to better respond to the situations of some classes of health professionals in relation to their responsibilities in carrying out their duties, and within the framework of the Ministry of Health.
2. Resolution that approves the Curricular Plan for the 3rd Cycle of Basic Education and the measures for its implementation
With this resolution, the Council of Ministers approved the Curricular Plan for the 3rd Cycle of Basic Education and its gradual implementation. Therefore, next year (January 2012) will be the year of implementation of the curriculum for the 7th grade. In 2013 the curriculum for the 8th grade will be effectively implemented and in 2014 it will be the ninth grade.
3. Decree-Law that approves the Demobilization of National Liberation Combatants – Armed Front
The Ministry of Social Solidarity saw approved the Diploma regulating the demobilization process predicted in the Statutes of National Liberation Combatants, extending it to all combatants of the National Liberation of the Armed Front of the Timorese Resistance, which were in active service on October 25th 1999.
The demobilization ceremonies include acts of recognition and tribute to the fighters who were not in active duty on the above mentioned date, but have participated in the struggle, integrated in the Armed Front. The Diploma also determines the patents to be granted, the uniform models, insignias, a commemorative medal and the diploma of honor.
The Council of Ministers had also the opportunity to analyze:
1. Decree-Law that approves the Training and Human Resources Development for the Civil Service
The Civil Service Commission presented the members of the Council of Ministers with a decree-law that defines the rights and responsibilities of civil servants, a set of possible training and development activities, as well as the institutions responsible for planning these activities in a coordinated and consistent way.
The Council of Ministers had the opportunity to discuss the development of a Civil Service with competent character and skills necessary to ensure a good service delivery to citizens.
2. Decree-Law that approves the National Health Council
The Ministry of Health has proposed the creation of the National Health Council as a consultative organ of the Government, which depicts the entities, public and private, interested in the functioning of health care providers. The Council of Ministers reviewed the National Health Council considering it the responsible body for formulating and implementing the National Health Policy, taking into account the strategic vision for the development of this sector.
