SoSPTE and strategic partnerships

The Secretariat of State of Professional Training and Employment (SoSPTE) has been developeding strategic partnerships with several international organizations that help in implementing the SoSPTE policies. The International Labour Organization (ILO) works with this Secretariat of State technically supporting the implementation of several programs, including the guidance and registration of young people who are seeking professional courses.

The Center for Employment and Professional Guidance (CEOP) is established at the national level and is currently present in six districts: Dili, Baucau, Maliana, Manufahi, Ermera and Oe-cussi Ambeno.

These centers support national services in the professional training and employment areas, guiding young people who seek to increase their skills and obtain information to improve their professional careers.

The Youth Employment Program is a partnership with the Australian Government, and co-funded by both the Government of Timor-Leste and the Australian Government. This program supports the development of professional training in the infrastructure area, specifically in the maintenance of rural roads and development of manpower.

Moreover, the TIM Works Program, a partnership between Timor-Leste and Norway, Ireland and the European Union, forms groups of young engineers to work in the rehabilitation of rural roads.

There is also a partnership with the United Nations for many years now. The WISE program (Women in Self-employment) empowers women from rural areas to create their own jobs from local products, developing them. This was a project initiated by SoSPTE but currently falls under the jurisdiction of the Ministry of Economy and Development and the Ministry of Promotion of Equality.

Other projects are also are added, such as the CNEFP and CENAI, partnerships with Portugal and Brazil respectively.

There is also the possibility of a future partnership with the Brazilian Cooperation Agency (ABC) where training will be given in the area of micro-entrepreneurship, in order to help create small companies, small businesses. A new project that is also being studied: the Labour Market Observatory. This project intends to develop the information system of the labour market, or in other words, allow a closer relationship between supply and demand.
