Today, July 10th, 2026, Agio Pereira, Minister of the Presidency of the Council of Ministers, met at the Government Palace in Dili with Epi Orleães, Coordinator of the Integrated Planning Unit (UPI) at the Ministry of Planning and Strategic Investment, and her team to prepare for the interministerial meeting on the Institutional Framework sector, as part of the development of the Medium-Term Plan for 2027–2030, scheduled for next Monday, July 13th.
The interministerial meeting will take place within the framework of the Interministerial Commission for Institutional Development Coordination, established by Government Resolution No. 43/2024 of August 14th, and will be chaired by Minister Agio Pereira, in his capacity as head of this commission, together with the Minister of Planning and Strategic Investment. During the preparatory meeting, participants reviewed the status of work carried out by the Integrated Planning Unit and the Office of the President of the Council of Ministers, in coordination with the technical teams from the ministries involved in this sector, as well as the agenda for the July 13th meeting, which will allow for the harmonisation of contributions and the definition of the strategic guidelines for the Medium-Term Plan.
The development of this plan follows the completion of the Progress Monitoring Report on the Strategic Development Plan (SDP) 2011–2030, presented to the Council of Ministers on March 4th, 2026. The Medium-Term Plan aims to guide the final phase of the SDP’s implementation by defining the government’s priorities for 2027–2030.
The Integrated Planning Unit provides technical coordination for plan preparation, in collaboration with various government agencies. In the Institutional Framework sector, the work is led by Minister Agio Pereira, in coordination with the Ministry of the Interior, the Ministry of State Administration, the Ministry of Finance, the Ministry of Justice, the Ministry of Defence, the Minister of Foreign Affairs and Cooperation, and the Civil Service Commission.
The 2011–2030 SDP Progress Monitoring Report analysed the implementation of 199 short- and medium-term targets across the SDP’s five strategic sectors. In the Institutional Framework sector, of the 44 defined targets, 6 have been completed, 27 show significant progress, and 11 show partial progress; none show no progress.
