On May 9, in the Ministry of Finance Conference Room, the Ministry of Finance organized, a seminar directed at all director-generals, administration and finance directors and focal points for the budget, within all the ministers. In this seminar the 2011 State Budget (OGE) Books and the 2012 Fiscal Envelopes were distributed. The intention is that the 2011 OGE Book, circulating together with the 2012 Fiscal Envelope and the new Transparency Website, together serve as a guide to each ministry regarding the budget plan elaboration for next year, which have to be submitted to the National Directorate of Budget in June this year.
According to the Minister of Finance, this was a continuation of the seminar carried out in April 2011, which defined the priorities for 2012, including the monitoring of the Fiscal Envelope for each ministry. Now, together with the Transparency Website, the budget execution, analysis and monitoring of the budget allocated to each division, in accordance with its categories, it will be easier for the services of each ministry and subsequently more accessible to the general public.
The Ministry of finance believes that the presentations in the seminar can increase the capacity and the knowledge of directors-generals and finance directors regarding the budget execution system.
Francisco Soares, Director-General for State Finances, said that “if all ministries followed the established system, there will be more changes and transparency in the budget execution this year and next year”. He also added that the seminar is a step to attribute even more trust to the director-generals about their role regarding budget execution control in the institutions under their responsibility.
In this same event, the RTTL director for finance, Júlio Manuel Correia and the PNTL director for finance, Lucas Tilman, recognized that with the Transparency Website, access to information makes it easier for institutions in the budget elaboration. One of the benefits that the finance directors can obtain from this website is the fact that they are able to monitor and control directly the budget execution development in their institutions.
Taking advantage of this occasion, the Treasury Director also had opportunity to present the budget execution progress.
