The Ministry of Finance held a ceremony on May 6, 2011, at the Ministry of Finance, to hand over Training Certificates on Procurement to 38 trainees, comprising of civil servants and F-FDTL members ranging from level 2 to 5.
The ceremony was chaired by the Vice Minister of Finance, Rui Manuel Hanjam and attended by the Director General of State Finance, Francisco da Costa Soares, the Director of Procurement, Manuel Monteiro, several MoF directors and national and international advisers.
The training package, which was undertaken under the financial support from the World Bank, started this January in Baucau, and in February and April in Dili, with a total of 106 trainees.
The training topics were centred on the procurement cycle, such as documents receiving, tender process, evaluation, contracting, management and other state finance issues including treasury, budgeting, asset management and public authorities, as well as revenues services from the General Directorate of Revenues and Customs.
The trainers were senior MoF staff, national and international advisers. The training’s objective was to strengthen the capacity of the line ministries’ staff, from the area of procurement administration and management, in order to increase efficiency and effectiveness for the management of contracts in the line ministries, and the government as a whole.
