The promotion of these officers is part of the 9th Constitutional Government’s policy to strengthen the professionalism, discipline, and integrity of State institutions, particularly in the security sector. The process was conducted in accordance with Ministerial Order No. 15/G-MI/III/2026, dated March 19th, and Government Resolution No. 19/2025, dated March 25th, within the framework of the transitional promotion system established in the PNTL Statute.

The promotion system is based on criteria outlined in legislation governing the careers of PNTL officers, including length of service, performance evaluations, discipline, competence, training, and merit, aiming to ensure equal opportunities and prevent favouritism.

During the ceremony, 23 officers were promoted from Assistant Superintendent to Superintendent, 22 from Superintendent to Chief Superintendent, and 17 from Chief Superintendent to Assistant Commissioner.

In his remarks, the Prime Minister highlighted that these promotions recognise the service provided and demonstrate a commitment to improving the quality of public administration and security agencies. He urged the promoted officers to enhance their professionalism, discipline, and engagement with local communities, emphasising the PNTL’s duty to maintain peace and social stability.

The Head of the Government also highlighted the importance of impartial conduct by security forces and advised against connections with martial arts groups to prevent conflicts and promote social cohesion. He further stressed the need for dialogue with the public, respect for citizens, and the avoidance of unstable situations.

The importance of boosting women’s involvement in the institution through promoting equal opportunities and access to leadership roles was also highlighted.

Members of the Government, PNTL leadership, and family members of the promoted officers attended the ceremony.

The promotions announced today are part of the process of developing the PNTL’s human resources and strengthening institutional capacities within the security sector.
