Minister Agio Pereira oversees the preparation of the 2027–2030 Medium-Term Plan for the institutional sector

On March 17th, 2026, Agio Pereira, Minister of the Presidency of the Council of Ministers, met at the Government Palace in Dili with Epi Orleães, Coordinator of the Integrated Planning Unit (UPI – acronym in Portuguese) of the Ministry of Planning and Strategic Investment, and her team. The development of this plan follows the completion of the Progress Monitoring Report on the Strategic Development Plan (SDP) 2011–2030, which was presented to the Council of Ministers on March 4th, 2026, and aims to guide the SDP’s final stage of implementation.

Currently, the Integrated Planning Unit is leading and coordinating the technical work to prepare the Medium-Term Plan, in collaboration with various government agencies. Regarding the Institutional Framework sector, the work is headed by Minister Agio Pereira, in collaboration with the Ministry of the Interior, the Ministry of State Administration, the Ministry of Finance, the Ministry of Justice, the Ministry of Defence, the Minister of Foreign Affairs and Cooperation, and the Civil Service Commission.

As part of this process, UPI recently organised a workshop with government agencies to share guidelines and gather input to develop the plan. A technical meeting is also scheduled for March 23rd and 24th, organised by the Ministry of Planning and Strategic Investment, to analyse, harmonise, and consolidate the contributions submitted by the various ministries, ensuring strategic alignment and consistent information.

The 2011–2030 PED Progress Monitoring Report assessed progress towards 199 short- and medium-term targets across five sectors—Social Capital, Infrastructure, Economic Development, Institutional Framework, and Macroeconomic Outlook—and highlights advancements from 2011 to 2024, ongoing structural challenges, and priorities for action through 2030.

In the Institutional Framework sector, of the 44 identified targets, 6 have been completed, 27 show significant progress, and 11 show partial progress; none show no progress.

Minister Agio Pereira was accompanied at the meeting by a technical team from the Office of the Presidency of the Council of Ministers, comprising his Principal Advisor, Ika Moniz; the Director-General of Administration, Pedro Feno; the National Director of Administration, Finance, and Assets, Nelson Maria dos Santos Menezes; the Coordinator of the Office of Public Policy Development, Natália Sarmento; the Coordinator of the Planning Office, Edinho Gonzaga Soares; and the Chief of Staff to the Vice Minister for Parliamentary Affairs, Sanio Fernandes.
