Government strengthens interministerial coordination on cybersecurity

On February 9th, the Interministerial Cybersecurity Working Group (GICS – acronym in Portuguese) held a technical meeting at the Government Palace in Dili, chaired by the Minister of the Presidency of the Council of Ministers, Agio Pereira, as part of the implementation of Order No. 021/PM/X/2025, which established this interministerial coordination mechanism.  Government strengthens interministerial coordination on cybersecurity  Government strengthens interministerial coordination on cybersecurity  Government strengthens interministerial coordination on cybersecurity  Government strengthens interministerial coordination on cybersecurity  Government strengthens interministerial coordination on cybersecurity

The meeting’s main objective was to conduct a technical analysis and gather expert input for the so-called cybersecurity package, focusing on the legal, institutional, and operational frameworks required to protect critical national systems, particularly the submarine fibre-optic cable (Timor-Leste South Submarine Cable – TLSSC), a strategic infrastructure for digital sovereignty and national security.

The Interministerial Cybersecurity Working Group comprises members of the Government and leaders of key State institutions, including the Minister of the Presidency of the Council of Ministers, the political leader and chair of the group; the Minister of Transport and Communications; and the Minister of Justice. It also includes the Director-General of the National Strategic Intelligence Service (SNIE – acronym in Portuguese) as the technical coordinator and the Director of TIC Timor as the vice-technical coordinator, along with other national entities with expertise in security, justice, communications, and financial supervision.

This meeting marked the start of a series of technical and institutional sessions, held between February 9th and 12th, including meetings with the Ministry of Transport and Communications, the National Strategic Intelligence Service, the Financial Intelligence Unit of the Central Bank of Timor-Leste, and entities from the justice sector, with a view to strengthening national preparedness in digital security.
