Timor-Leste Celebrates 80th Anniversary of the United Nations and Launches Framework for Sustainable Development Cooperation 2026–2030

In the joint celebration of the 80th anniversary of the United Nations — officially marked on October 24th — the Ministry of Foreign Affairs and Cooperation (MoFAC) and the United Nations in Timor-Leste officially launched the United Nations Sustainable Development Cooperation Framework 2026–2030. The Framework for Sustainable Development Cooperation 2026–2030, signed by the Minister of Foreign Affairs and Cooperation, Bendito dos Santos Freitas, and the UN Resident Coordinator in Timor-Leste, Funmi Balogun, is the result of extensive consultation and outlines the joint strategic vision guiding the United Nations’ support to Timor-Leste over the next five years. The document, approved by the Council of Ministers, presents a shared vision for a more inclusive society, a diversified and modern economy, communities resilient to climate change, and strengthened institutions serving the population, aligning with the Strategic Development Plan 2011–2030, the Program of the 9th Constitutional Government, and the 2030 Agenda.

Cooperation revolves around four main pillars: enhancing access to inclusive services; fostering a diversified and modern economy; bolstering climate resilience and infrastructure; and reinforcing democratic governance. These areas also encompass cross-cutting priorities such as gender equality, human rights, the inclusion of people with disabilities, and the principle of leaving no one behind.

The new framework further enhances Timor-Leste’s preparation for the post-ASEAN accession phase through legislative harmonisation efforts, preparation for regional trade, digital transformation, labour mobility, and gender-sensitive planning. These efforts contribute to regional integration, delivering tangible benefits for Timor-Leste’s families and communities. Implementation will be supported by joint coordination mechanisms between the Government and the United Nations to ensure alignment with national priorities and regular progress monitoring.

In her speech, UN Resident Coordinator Funmi Balogun highlighted Timor-Leste’s journey since the restoration of independence and the progress made, including longer life expectancy, lower infant mortality, improved access to education, higher participation of women in Parliament—currently holding 38% of seats—and communities better equipped to manage climate risks. She emphasised that these achievements reflect the nation’s determination and commitment to human rights.

Minister Bendito Freitas reaffirmed Timor-Leste’s commitment to the principles of cooperation, solidarity, and shared responsibility as the country continues to strengthen its role in the multilateral system to build a more sustainable future for the world.
