The Minister of the Presidency of the Council of Ministers, Agio Pereira, met on October 28th, 2025, at the Government Palace, with the European Union Ambassador to Timor-Leste, Thorsten Bargfrede, to discuss strengthening bilateral cooperation and the possibilities for European support for the implementation of the “Digital Republic Gazette (Jornal da República) Portal” project, an initiative of the National Press of Timor-Leste (INTL, I.P.) aimed at promoting transparency, legal certainty, and administrative modernization of the State.

The meeting was also attended by the President and Vice-President of the National Press of Timor-Leste, Jaime Correia and Pedro Sarmento, respectively. The meeting marked the first formal meeting between the government and the diplomat since Ambassador Bargfrede presented his credentials to the President of the Republic, José Ramos-Horta, in September this year.
During the meeting, various areas of cooperation between Timor-Leste and the European Union were discussed, namely in the areas of nutrition, health, education, infrastructure, economy, security, digitalization, climate change, human rights, and the electoral process, as well as the implementation of the Samoa Agreement, signed in November 2023, which establishes the legal and strategic framework for relations between the European Union and the African, Caribbean, and Pacific States for the next twenty years.
The project for the Digital Journal of the Republic Portal is being developed by the National Press of Timor-Leste and should soon be formalized through a partnership with the National Press – Mint and Security Printing Institute (INCM) of Portugal. The project envisages the creation of an electronic platform that will allow free, universal, and permanent access to all legislation published since 2002, reinforcing government transparency and the democratic rule of law.
The proposal presented to the European Union highlights the importance of this initiative in the context of administrative modernization and the promotion of good governance, in line with the priorities set by the 9th Constitutional Government. The project includes the digitization of the legislative archive, the creation of an advanced search engine, secure cloud hosting, and technical training for national teams. END
