Meeting of the Council of Ministers on October 8th 2025
The Council of Ministers met at the Government Palace in Dili and decided to proceed with the signing of a Memorandum of Understanding between the Governments of Malaysia and the Democratic Republic of Timor-Leste for cooperation in the field of information and media development. The Memorandum will be signed on the sidelines of the upcoming ASEAN Summit, which will take place from October 24th to 26th, in Kuala Lumpur, Malaysia, by Secretary of Estate for Social Communications, Expedito Dias Ximenes, and by the Malaysian Minister of Communications, Ahmad Fahmi bin Mohamed Fadzil.
The agreement aims to strengthen bilateral cooperation between the two countries in the areas of information and media, promoting the exchange of experiences, technical capacity building and digital innovation in the sector.
Among the areas of cooperation foreseen, the following stand out: digital transformation and innovation in the field of information and media, sharing information policies and regulatory practices, exchanging and sharing news and information content, collaborating on broadcasting and television technology, training and human resource development, and promoting cooperation in the domain of film and documentary production.

The Council of Ministers approved the Government Resolution project, presented by the Minister of the Presidency of the Council of Ministers, Agio Pereira, and by the Public Service Commission, on the character formation of public employees.
This Government Resolution aims to strengthen the ethics, discipline, leadership and sense of public service of all public employees, in order to promote a Public Administration that is more integral, efficient and committed to the values of the State. This measure is part of the ongoing human resources management and development reforms outlined in the Program of the 9th Constitutional Government, which emphasizes the importance of training as an essential tool for strengthening leadership, transparency, and accountability in the public sector.
The training will be continuous and will cover components of character, hierarchy and discipline, citizenship, patriotism, and nationalism, to foster a culture of institutional respect, compliance with legal norms, and appreciation for the role of public service in state-building and national development. It will also include professional skills modules, such as efficient management, teamwork, and resolving challenges and conflicts in public service, among other relevant areas.
The Public Service Commission will be responsible for coordinating the development of the curriculum and working with the relevant institutions to determine the location and conditions for the training. The participation of employees in these activities is a mandatory complement to the current training and professional development regime.

A Government Resolution project, presented by the Minister of Health, Elia A. A. dos Reis Amaral, was also approved, which sets the vacancies for the promotion of personnel integrated into the careers of health professionals in public administration.
The Government Resolution, approved under Decree-Law No. 31/2025, of September 24, defines the number of vacancies for the promotion of professionals in medical, nursing, professional midwifery and diagnostic, therapeutic and public health technician careers, within the scope of the special public service regime.
This measure embodies the Government’s commitment to valuing healthcare professionals and ensuring recognition of their merit and length of service, promoting the motivation, retention and stability of these highly qualified professionals in the National Health Service.
In total, 2,016 promotion vacancies were established, distributed across different careers, namely:

The Council of Ministers approved a draft Government Resolution, presented by the Prime Minister, Kay Rala Xanana Gusmão, which appoints the new members of the Board of Directors of the Special Development Fund for the Special Administrative Region of Oe-Cusse Ambeno (RAEOA).
With this Government Resolution, Régio Servantes Romeia da Cruz Salu was appointed, until December 31st, 2025, to the position of Chairman of the Board of Directors of the aforementioned Fund, Herculano Sousa and Amâncio Aguido Punef, to the positions of members of the same Board.
The Special Development Fund for the Oe-Cusse Ambeno Special Administrative Region was created by Decree-Law No. 1/2015 of January 14th, 2015, with the objective of financing projects that promote the economic and social development of the region, ensuring efficient, secure, and transparent management of the resources allocated to their implementation.

Finally, the Council of Ministers decided to approve the theme “May the celebration of these 50 years of the past assure us confidence in the present and hope in the future!” for the Commemorations of the 50th Anniversary of the Unilateral Proclamation of the Independence of the Democratic Republic of Timor-Leste, which took place on November 28, 1975.
