Minister of the Presidency of the Council of Ministers Analyzes Plans for Modernization of the National Press

The Minister of the Presidency of the Council of Ministers, Agio Pereira, met with the Chairman of the Board of Directors of the National Press of Timor-Leste, IP (INTL, IP), Jaime Fernando dos Mártires Carvalho, and his management team to review the institution’s current situation and strategic plans for the future. The meeting took place on September 19th, 2025, at the Government Palace.

During the meeting, INTL, IP presented the institution’s Diagnostic Report, which identifies priority areas for modernization and capacity building. Among the initiatives outlined are the renovation of the building, the strengthening of employee training, the implementation of an electronic management system for the Jornal da República (Official Gazette), the production of security documents, the signing of an agreement with the Imprensa Nacional – Casa da Moeda de Portugal (National Press – Portuguese Mint), the launch of institutional visibility strategies, and the holding of a public seminar later this year to publicize the institute’s responsibilities.  Minister of the Presidency of the Council of Ministers Analyzes Plans for Modernization of the National Press

The Minister of the Presidency of the Council of Ministers acknowledged the strategic role of the National Press of Timor-Leste, I.P. in the national institutional context, emphasizing the importance of continuing to strengthen human resources, particularly in Portuguese language training, given the official nature of the documents produced. He also encouraged the management team to develop a sustainable business plan to ensure the self-sufficiency and modernization of the institution in the coming years.

Created in 1960 under the name “Imprensa Nacional” (National Press), its mission was to publicize the official acts of the colonial government and produce official forms. During the Indonesian occupation, it continued the same activity under the name “Badan Percetakan Nasional” (National Printing Agency). With the restoration of independence of the Democratic Republic of Timor-Leste, it was renamed “Gráfica Nacional.” In 2013, it began a process of transformation with the approval of its Strategic Restructuring and Modernization Plan, with the aim of gradually transforming it into a modern and self-sustaining company. This process led to its entry into the national market in 2016, when it began to provide printing services to private entities as well. In 2017, it became a public institute and changed its name to what it is known as today, “Imprensa Nacional de Timor-Leste” (National Press of Timor-Leste).
