The One-Stop Shop in the Municipality of Dili was inaugurated on April 3, 2025, in a ceremony attended by the President of the Republic, José Ramos-Horta, the Prime Minister, Kay Rala Xanana Gusmão, several members of the Government, including the Minister of State Administration, Tomás do Rosário Cabral and the Minister of Justice, Sérgio da Costa Hornai. The new service is installed in the Dili Municipal Administration building. 

The One-Stop Shop is a mechanism for promoting the decentralization process that expands the provision of public services, reduces bureaucracy and increases transparency, satisfaction and trust in public administration. Created under Decree-Law No. 49/2023 and regulated by Decree-Law No. 3/2025, it is integrated into the General Directorate of Simplification, Modernization and Local Administration, under the supervision of the Ministry of State Administration. 

This initiative is aligned with the decentralization efforts of the IX Constitutional Government, which defined three fundamental objectives for the One-Stop Shops: bringing the provision of services closer to citizens, modernizing and simplifying public services in a quick and accessible way, and promoting transparency, bringing good governance closer to the people.    By allowing citizens to access multiple public services in a single location One-Stop Shop represents significant savings in time and resources. 

In his speech, the President of the Republic, José Ramos Horta, highlighted that “the One-Stop Shop is a concrete measure to accelerate connectivity between public services, allowing a faster response to citizens’ needs.”   The head of State also praised the government’s efforts and cooperation with international partners, such as the United Nations Development Program (UNDP) and the European Union, which made the installation of the Dili unit possible. 

On the same occasion, the Prime Minister, Kay Rala Xanana Gusmão, stressed that “the One Stop Shop is essential to facilitate the population's access to services such as issuing passports or voter registration”, reiterating the government's commitment to bringing services closer to citizens and improving the quality of public service.

The Minister of State Administration, Tomás do Rosário Cabral, stated that “the One-Stop Shop launched by the Central Government currently includes 19 services from different ministries and will be progressively implemented in all municipalities in the country, ensuring a more effective and integrated response to local needs”. 

This initiative is part of the effort of the IX Constitutional Government to modernize and simplify public services, reinforce transparency and increase citizens’ trust in public administration, based on closer and more effective governance. The One-Stop Shop will be implemented in all municipalities in the country. 

The implementation of One-Stop Shop in all municipalities has the support of the UNDP, and the construction of the Dili unit’s facilities was carried out by the Dili Municipal Authority (AMD), in partnership with the Union of Portuguese-Speaking Capital Cities (UCCLA) and the Lisbon City Council (CML), with funding from the European Union and co-financing from the Government of Timor-Leste, through AMD. 

The inauguration ceremony was also attended by public administration leaders, members of the diplomatic corps and development partners.
