Following the Government’s submission of the 2025 General State Budget (OGE 2025) law proposal to the National Parliament on October 1st, parliamentary committees are now considering it. It will begin to be discussed in a plenary session on November 6th.
The 2025 General State Budget Law Proposal reflects the development strategy outlined by the 9th Constitutional Government, with particular emphasis on investment in strategic infrastructure, strengthening the national economy and improving the population’s living conditions. The total value of the 2025 GSB is 2.6 billion US dollars, earmarked for the Central Administration, the Special Administrative Region of Oe-Cússe Ambeno (RAEOA) and Social Security.
On October 16th and 17th, the “Budget Panorama 2025″ seminar, organised by the Public Finance Committee (Committee C), will be held at the Alma de Mar Resort in Liquiçá. Subsequently, between October 21st and 25th, 2024, public hearings will take place, during which the parliamentary committees will receive members of the Government, the Presidency of the Republic and leaders of the Public Administration to discuss and clarify the sectoral budgets for the year 2025.
The proposal was sent to the specialised committees for their sectoral opinions on October 7th. Starting on October 8th, the opinions must be approved within 15 working days and delivered to Commission C by October 28th.
According to the timetable, Committee C will complete the drafting of the Report and Opinion by November 5th, and its reading and approval will take place on the same day.
The debate and vote in general terms on the GSB 2025 law proposal in Parliament’s plenary is scheduled for November 6th to 8th. The detailed discussion and vote and the final overall vote will occur between November 11th and 25th.
The final draft of the National Parliament Decree will be completed on November 27th, when the document will be submitted to the President of the Republic for enactment.
