Government Participates in Public Hearing with the National Parliament for Preliminary Discussion of Legislative Amendments to the RAEOA and the Administrative Division of the Territory

The Government, represented by the Minister for the Presidency of the Council of Ministers, Agio Pereira; the Minister for State Administration, Tomás do Rosário Cabral; the Vice Minister for Parliamentary Affairs, Adérito Hugo da Costa; and the Vice Minister of Finance, Felicia Carvalho; accompanied by the President of the Special Administrative Region of Oé-Cusse Ambeno (RAEOA), Arsénio Paixão Bano, participated, on October 9th and 10th, 2023 in the Public Hearing with the Constitutional Affairs and Justice Committee (Committee A) of the National Parliament, for a preliminary discussion of two law proposals recently submitted by the Government.

The first Law Proposal, approved at the Extraordinary Meeting of the Council of Ministers on September 25th, 2023, aims to carry out the third amendment to Law No. 3/2014, which created the Special Administrative Region of Oe-Cusse Ambeno (RAEOA) and created the Special Social Market Economy Zone of Oe-Cusse Ambeno and Ataúro. The aim is to boost national development by establishing a new legal framework for the Special Social Economy and Market Zones, making it possible to expand them to various areas of the national territory apart from Oe-Cusse Ambeno and Ataúro.

With the second Law Proposal, approved at the Council of Ministers meeting on September 19th, 2023, the Government, as provided for in its Programme, proposes the extinction of the municipality of Ataúro and the creation of a new first-level administrative division, called “Ataúro”, following the definition in Article 5th of the Constitution of the Republic, which grants Ataúro special administrative and economic treatment.
