The Minister of State Administration, Miguel Pereira de Carvalho, accompanied by the Executive Secretary of the National PNDS Technical Secretariat and by the Administrator of the Municipality of Aileu, inaugurated, on January 19th, 2023, the National Program of Villages Development (PNDS – Portuguese Acronym) building in the municipality of Aileu, rehabilitated with the amount of thirty thousand American dollars.
In his speech, Minister Miguel Pereira de Carvalho pointed out that “for the first time, the PNDS Technical Secretariat has its building at the municipal level”. In contrast, “in other municipalities, the Municipal Administration or Authority buildings still have to be used”.
For this reason, the Minister argued: “there’s a need for the Ministry of State Administration to strengthen this institution through the allocation of public buildings because the scope of the PNDS goes all the way down to the Administrative Post, Village and Hamlet level throughout the national territory”.
Miguel Pereira de Carvalho also mentioned that the objective of the PNDS is to bring the public administration closer to our community at the village and hamlet levels. Administration can be brought closer to the people through the allocation of resources to ensure that the PNDS gives the villages the necessary public infrastructures, such as rural roads, rehabilitation of schools and health posts, residences for health personnel, and the “Uma Naroman ba Suku” programme (social housing programme).
The Minister added that construction of houses under the “Uma Naroman ba Suku” project of the PNDS program, which has a budget allocated by the Government, began in 2021 and that the number of houses increased in 2022 and will continue to grow this year, to reach the entire country.
The Minister of State Administration also distributed certificates to the village chiefs and the village’s management teams.
Local authorities, the PNTL commander, Aileu and Ermera PNDS teams, General Directors and technicians attended the ceremony.
