Meeting of the Council of Ministers on October 12th, 2022
The Council of Ministers met at the Government Palace, in Dili, and approved the Decree-Law project, presented by the Prime Minister, Taur Matan Ruak, which makes the first amendment to Decree-Law No. 37/2022, of May 25th, regarding the end-of-year allowance for uma kain, clarifying the scope of its application.

The draft Government Resolution, presented by the Minister of Foreign Affairs and Cooperation, Adaljiza Albertina Xavier Reis Magno, was also approved, in order to ratify for Timor-Leste’s accession to the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (PSMA).
The Agreement on Port State Measures is an international instrument that aims to prevent, deter and eliminate illegal fishing, unreported and unregulated fishing through the application of effective port state measures and thereby ensure the long-term conservation and sustainable exploitation of living marine resources and marine ecosystems.

The Council of Ministers decided to authorize the negotiation and signature by the Minister of Transport and Communications, José Agustinho da Silva, of two Air Service Agreements between the Democratic Republic of Timor-Leste and the Kingdom of Cambodia and Portugal.
These agreements are intended, in accordance with and in addition to the Convention on International Civil Aviation, to establish and operate air services between and beyond these territories.

Lastly, the Minister of Justice, Tiago Amaral Sarmento and the CEO of Trade Invest Timor-Leste, Arcanjo da Silva, made a presentation on the evaluation of the implementation of the special investment agreement concluded between the State of the Democratic Republic of Timor-Leste and the Ensul trading company.
