Meeting of the Council of Ministers on June 22nd, 2022
The Council of Ministers met, at the Government Palace, in Dili, and approved the draft Law Proposal, presented by the Minister of State Administration, Miguel Pereira de Carvalho, for the set-up of the Municipal Finances Law. This law establishes the regime of budgetary, financial, and public accounting framework for municipalities. Given the financial autonomy of municipalities, established by Law No. 23/2021, of November 11th, Law of Local Government and Administrative Decentralization, this draft Law Proposal will regulate municipal budgets.
The Council of Ministers decided to authorize the signing of the financial contribution agreement between the Government of Timor-Leste and the Japan International Cooperation Agency (JICA), regarding the urgent rehabilitation program of infrastructure damaged by floods. This financial contribution from JICA will have a value of around US$ 7.400.000 (seven million and four hundred thousand dollars). The Council of Ministers also decided to designate the Minister of Finance to sign this agreement on behalf of the Government of Timor-Leste.
The Council of Ministers also decided to authorize the signing of the subsidiary agreement between the Government of Timor-Leste and the Government of Australia, relating to the partnership program for inclusive prosperity – Programa Parseria Ba Prosperidade Inkluzivu (PROSIVU). This financial contribution from the Government of Australia will have a value of around US$ 25,000,000 (twenty-five million US dollars), which will be used between July 01st, 2022, and June 30th, 2026. The Council of Ministers also decided to designate the Minister of Finance to sign this agreement on behalf of the Government of Timor-Leste. END
