Meeting of the Council of Ministers on March 30th, 2022

The Council of Ministers met, at the Government Palace, in Dili, and approved the draft Decree-Law, presented by the Minister of State Administration, Miguel Pereira de Carvalho, referring to the Ataúro Special Development Fund (FEDA – Portuguese Acronym). This fund has legal personality, administrative autonomy, extended financial autonomy and patrimonial autonomy. Its purpose is to finance programs and projects, annual and multi-annual, of a socio-economic and environmentally sustainable nature, aimed at the development of the territory and population of the Ataúro Municipality. FEDA is chaired by the President of the Municipality of Ataúro and is supervised by the Prime Minister.

A draft Deliberation presented by the Coordinating Minister for Economic Affairs, Joaquim Amaral, in which the Government recognises and welcomes the expression of private investment interest in the telecommunications sector, in particular, in the installation of fibre optic cables for the telecommunications network, was also approved. With this deliberation, the Council of Ministers also defines as a priority the processing, by the competent public administration bodies and services, of the administrative procedures that are deemed necessary for the materialisation of that private investment in the telecommunications sector, under current law.

As per the project presented by the Prime Minister, Taur Matan Ruak, the Council of Ministers deliberated to authorize the opening of the procurement procedure, under the form of an international public tender, for the awarding of the contract for the construction of the “Jardim da Chama Eterna” (Garden of the Eternal Flame), a memorial of high symbolism, which is intended to concentrate the recognition to all those who perished in the struggle. The Council of Ministers, with this deliberation, authorizes the Arquivo e Museu da Resistência Timorense I.P. (Timor-Leste’s Archives and Museum of Resistance, Public Institute), to assume pluriannual commitments related with the execution of the construction works of the “Jardim da Chama Eterna”.

Lastly, the Council of Ministers approved the draft Government Resolution, presented by the Minister of the Interior, Taur Matan Ruak, and the Secretary of State for Civil Protection, Joaquim José Gusmão dos Reis Martins, to appoint Ismael da Costa Babo to fill the position of President of the Civil Protection Authority, in a secondment regime, for a four-year term, from the date of taking office. The Civil Protection Authority is the national executive body that regulates all civil protection activities, and its President acts as the focal point of liaison at the political level and is responsible for the operational, administrative-logistical and financial management of the entire Civil Protection System.
