The swearing-in ceremony of 11 anti-corruption specialists, who will serve as directors and senior management of three directorates of the Anti-Corruption Commission (CAC), from 2021 to 2023, was held at the premises of the CAC in the Farol neighbourhood, in Dili, on August 5th, 2021.
The event, led by CAC Commissioner, Sergio Hornai, was attended by the Minister of the Presidency of the Council of Ministers, Fidelis Magalhães, the Commissioner for Public Service, Maria de Jesus Sarmento, the Ombudsman for Human Rights and Justice, Jesuína Gomes, and other representatives of the public sector, justice, civil society and the church.
Minister Fidelis Magalhães, in his speech, congratulated, on behalf of the Government, the newly sworn-in members and stressed the importance of the institution having “professional cadres for public acceptance, trust and respect”.
The Minister also assured that “the Government remains committed to invest in the improvement of human resources in the public administration, and, at the same time, to ensure political support to the national effort to fight corruption”. Because “creating institutions and making laws is very easy, it is not complicated”, “the problem is in the implementation, whether or not there is an adequate legal framework, whether or not there is political will and support, and whether or not there is institutional capacity.”
He also referred to the positive changes that have been registered in the fight against corruption and the Commission’s investment in prevention, highlighting that “without prevention, the new generation, in the future, may be more concerned with vanity and material achievements, than with other values that produce citizens with integrity”.
The following members were sworn in this ceremony: José de Araújo Verdial, as Director of Investigation, Luis Ersio de Jesus Ximenes Guterres, as Director of Support and Cooperation, Emílio Freitas Quintas, as Head of the Criminal Investigation Unit, Carlos Bento Mau Bere, as Head of the Support Personnel Unit, Rosário Salsinha, as Director of Prevention and Awareness, Euclides Vidal Madeira, as Head of the Information and Security Unit, Sérgio Gonçalves, as Head of the Planning, Acquisition and Contracting Unit, Cirilo Hoas Loca Abi, as Head of the Studies and Risk Assessment Unit, António Alves da Cruz, as Head of the Inspection and Monitoring Unit, Leonilda Rosa Soares, as Head of the Integrity Values Promotion Unit, and Maria Virgínia Pereira da Costa Belo, as Head of the Financial Management and Logistics Unit.
