The Law Proposal on the State Budget Framework and Public Financial Management was overall approved by the National Parliament, in the plenary session of July 6th, 2021, with 37 votes in favour, 12 against and 11 abstentions.
This draft Law proposes a new framework for the General State Budget and public financial management, replacing Law 13/2009, of October 21st, on Budget and Financial Management.
This draft law incorporates a series of changes and improvements to the General State Budget regime and public financial management, in order to increase clarity, stability, flexibility and transparency. Of note are the amendments regarding the definition of the budget perimeter, multi-year budget planning, the adoption of programme budgeting, the State Budget law prorogation regime, the duodecimal execution regime and the improvement of the budgetary information produced.
The deputies also deliberated that, given its specificity and complexity, the draft law will now be analysed in detail by Commission C of the National Parliament, responsible for dealing with matters of Public Finance. This decision gathered 44 votes in favour, 17 abstentions and zero votes against.
After the detailed discussion, the Law Proposal will be discussed again in plenary, for its final overall vote.
The plenary session was attended by the proponents of the draft law, the Minister of Finance, Rui Augusto Gomes and the Vice Minister of Finance, Sara Lobo Brites.
