Meeting of the Council of Ministers on January 6, 2021
The Council of Ministers met at the Government Palace, in Dili, and, under a proposal from the Minister of Public Works, Salvador Soares dos Reis Pires, decided to appoint Paulo da Silva as the Electricity of Timor-Leste, EP (EDTL, EP)’s Chairman of the Board of Directors and Carlos Peloi dos Reis as the Bee Timor-Leste, EP (BTL, EP)’s Chairman of the Board of Directors. Both are appointed for a four years term.
The Council of Ministers deliberated on a resolution draft, presented by the Minister of Finance, Rui Augusto Gomes, regarding the supply of light fuel to the Hera power plant, determining the holding of a new international public tender and the transitional supply for a maximum period of eight months.
The Prime Minister and Minister of the Interior, Taur Matan Ruak, and the Secretary of State for Civil Protection, Joaquim José Gusmão dos Reis Martins, presented the political and legislative options underlying the project on the Civil Protection Authority’s Organic. The project aims to define the attributions, competences and organic structure of the Civil Protection Authority, whose mission will be to plan, coordinate and execute the civil protection policy, namely in the prevention and reaction to serious accidents and catastrophes, in the prevention and relief to the populations and in the firefighter’s activity superintendence.
Lastly, the Coordinating Minister for Economic Affairs, Joaquim Amaral, and the Secretary of State for the Environment, Demétrio do Amaral de Carvalho, gave a presentation on the of. This fund aims to limit or reduce greenhouse gas emissions in developing countries and to help vulnerable societies adapt to the inevitable impacts of climate change. The project, started in March 2020, and that will be implemented until March 2026, aims to support rural populations, more exposed to the various threats caused by the climate, with an increase in their capacity for adaption, resilience and response to climate change. Among the various activities within the scope of this project, it is included the creation of basic sanitation systems, irrigation systems, reforestation and construction and rehabilitation of infrastructure.
