Extraordinary Meeting of the Council of Ministers on October 9, 2020

The Council of Ministers met, at the Government Palace, in Dili, and approved the Decree-Law draft, presented by the Vice Prime Minister of Planning and Territory, José Maria dos Reis, which establishes the National Development Agency (NDA) new Statutes. With this new statutes, it is intended to update and revitalize the NDA, maintaining the same objectives and the same mission, but restructuring it, adapting its internal structure for a better and more effective response to the challenges that arise. Thus, the NDA is transformed into a public institute, endowed with legal personality, and its attributions are clarified, resolving issues of functions overlapping, and increasing its attributions, with regard to studies and development and the sector technicians in the areas of engineering, architecture and projects professional training. The wording for management positions it’s also clarified, and the structure of its services is reviewed.

A Government Deliberation project, presented by the Minister of Public Works, Salvador Soares dos Reis Pires, regarding the procurement procedure for contract amendment for the rehabilitation of the Dili – Manatutu roads, was also approved, extending delivery of the work deadline until February 24th, 2021, with no increase in contract costs.

The Minister of Justice, Manuel Cárceres da Costa, presented the political-legislative options underlying the legislative initiatives on the execution, exploitation and access to cadastral information, on the land registry, on the real estate financial fund and on the legal regime of community property protection zones and community property. This legislative package regarding Land Law, aims to solve the difficulties in its application and the regulatory gaps regarding property rights. It is also intended to favour the legal real estate trade and economic development, and also to provide security to citizens, regarding the protection of their rights over real estate. END
