Díli Declaration is an historic moment for the Fragile States

After two days of dialogue, the Díli Declaration has been approved with acclaim in the capital of Timor-Leste.

The two-page document represents “a new vision for State and Peace building”. The representatives of countries considered “fragile”, the bilateral and multilateral partners and civil society commit, through this declaration, to take immediate measures and develop an International Action Plan for State and Peace Building.

With this in mind, objectives were defined and the challenges and effective measures that must be taken were identified.

It was defined, in the Dili Declaration, that the International Action Plan that will be developed, must give special attention to four areas (capacity development, support instruments, planning processes and political dialogue) and concentrate in the situations lived by the Fragile States in conflict situation.

This Action Plan is planned to be concluded and delivered in the next development partners and Fragile States Meeting, which will take place in Seoul, in November 2011.

After the approval of the Dili Declaration, in his closing speech, the Prime-Minister, Kay Rala Xanana Gusmão, declared that “this is an historic moment for Timor-Leste”.
