Environment, State Department, through the National Designated Authority (NDA) and the National Directorate for Climate Change, organized a meeting on the accreditation process to the Green Climate Fund (GCF), for the ministerial lines and for partner entities, on July 21st, 2020, in the Maubara conference room, at Timor Plaza, in Dili.
The Green Climate Fund was established in 2010 by 194 countries party to the United Nations Framework Convention on Climate Change. The GCF aims to limit or reduce greenhouse gas emissions in developing countries and to help vulnerable societies to adapt to the inevitable impacts of climate change.
The Green Climate Fund is the world’s largest dedicated fund helping developing countries reduce their greenhouse gas emissions and enhance their ability to respond to climate change. It was set up by the United Nations Framework Convention on Climate Change (UNFCCC) in 2010. GCF has a crucial role in serving the Paris Agreement, supporting the goal of keeping average global temperature rise below two degrees oC. GCF does this by channelling climate finance to developing countries, which have joined other nations in committing to climate action.
In addition to sharing information on how public and private entities, and non-governmental organizations, can receive accreditation to the GCF, a review of the key points for adapting and mitigating the impacts of climate change and information on project formulation, was also presented.
The Secretary of State for the Environment, Demétrio do Amaral de Carvalho, in his speech, appealed to national entities, ministerial lines and national non-governmental organizations, to be active in seeking to understand the mechanisms of access to this Fund. He also stressed that will have access to the GCF, who first manages to understand well the application process.
Demétrio Carvalho also informed that the National Directorate for Climate Change, as an entity accredited by the Green Climate Fund, will help other national directorates to apply to the GCF.
The National Designated Authority and the National Directorate for Climate Change, as GCF partner entities, are implementing the readiness program for the national procedure system development for access to the Green Climate Fund.
The National Designated Authority was created in 2012, with the mission of implementing the projects of the clean development mechanism, under the Kyoto Protocol and the Marrakesh Agreements.
