The Ministry of Finance, through the Directorate General of the Treasury (DGT) and the Center for Training in Public Finance Management (CCGFP), concluded, on June 14, 2019, a training course in Accounting and Financial Reporting of the Public Sector, aimed at the finance officials of the municipalities of Baucau, Lautém, Viqueque and Manatuto.
The training, which took place between the 10 and the 14 of June 2019, is the continuation of a program of similar training that has already been carried out in the Central and Western regions.
Ana da Gloria Freitas, one of the participants from the Baucau municipality, said: “I am pleased with this training, because we, Baucau’s finance staff, had not previously received specific training in accounting and finance. This training, over a week, already helps us to respond to the difficulties we face. It’s not much training time, but it helps”.
The training, which is funded by the European Union, was carried out by the Center for Training in Public Finance Management (CCGFP) and by the Directorate General of the Treasury (DGT) of the Ministry of Finance, in collaboration with the Ministry of State Administration (MAE). With the completion of this training in the East, the first phase has now been completed for all municipalities.
The Finance Director of the municipality of Lautém, Hilário Rui Manuel, also said he is proud of this training, because it responds to the needs felt on the ground and requested that the duration of the training be extended. “The training in five days is not enough and we therefore request permanent assistance and support, and that this training be done once more, so that we can have better knowledge in the areas of accounting and finance.”
Sixteen officials from the finance departments from the municipalities of Baucau, Lautém and Manatuto participated in the training, at the end of which national-level certificates in public finance management were awarded. In the training several techniques were used, including multimedia presentations, manuals and video tutorials.
In response to participants’ concerns, the representative of the Center for Training in Public Finance Management (CCGFP), Valdomar Lopes, assured that “this training does not end here, a next phase of this training will be held, in the area of financial management”. He also informed that the CCGFP will monitor the work of these technicians in order to verify the progress of the participants after receiving the training. “I hope that with this training, fewer trips will be necessary to Díli, and that the performance of your work can be done through quarterly reports, based on the rules and information received during the training”, he said in the closing message of this training.
