Training on Scientific Police and delivery of laboratory equipment

On November 16th, 2015, was held in Dili, the formal handover ceremony for equipment for the Scientific Police Laboratory (SPL), two special Mobile Units and the certificates of participation in the Update Course of Scientific Police Training – Judicial Identification, Lofoscopia and Crime Scene Analysis.

The availability of the Scientific Police Laboratory, including the provision of mobile units, is fundamental for judicial investigation. It is now effectively possible to perform specific scientific analyses, which may be used as evidence in court, representing a greater capacity for intervention by the Timorese criminal police. 20151116 180251 140x105 Training on Scientific Police and delivery of laboratory equipment

The installation of the laboratory began in October 2015, in partnership with the Portuguese Polícia Judiciária (Judicial Police).

This training in Scientific Police, which lasted for four weeks, had the presence of forensic experts from the Portuguese SPL, and is expected to continue in January 2016. This action integrates the 2015-2016 training cycle, which seeks to improve the technical knowledge and capacity building in the fields of criminal investigation, scientific police and laboratory analyses in Timor-Leste.

20151116 180535 e1447838003741 140x105 Training on Scientific Police and delivery of laboratory equipmentIt should be noted that the National Directorate of Scientific Police for Criminal Investigation, since the beginning of November, has a new advisor, a Chief-Inspector of the Portuguese Polícia Judiciária, adding to those already in place since 2012, within the framework of criminal investigation.

All these activities fall under the Justice Component of the Timor-Leste Support Program to Democratic Governance, a cooperation delegated to the Camões Institute, I.P, by the European Union, in Portugal. Since 2012, and in partnership with the Timorese Ministry of Justice and other local entities, this cooperation has accompanied the creation of a new and highly specialised criminal police body, in an area which is fundamental for the development of Timor-Leste.

The Scientific Police for Criminal Investigation, created in 2014, is made up of 47 investigators and 31 forensic experts. Their training was done in Timor-Leste and in Portugal, in the Escola de Polícia Judiciária (School of Judicial Police).

The equipment and course certificates handover ceremony counted with the presence of the Minister of State, Coordinator of State Administration and Justice, Dionísio Babo, the Minister of Justice, Ivo Valente, the Portuguese Ambassador in Dili, Manuel Gonçalves de Jesus,  representatives of the several sovereign bodies of Timor-Leste, a representative of the European Union Delegation, the General Public Defender, Sérgio Hornai, the Ombudsman for Human Rights and Justice, Silvério Pinto Baptista, and representatives of the Headquarters of the National Police of Timor-Leste.
