Extraordinary Meeting of the Council of Ministers of 23rd of January 2015
The Council of Ministers met extraordinarily on this Friday, 23rd of January 2015, in the building of the Dominican Sisters in Pante Macassar, the capital of Oe-Cusse Ambeno District/Municipality, and approved three diplomas:
1. Government Resolution approving the breakdown of the budget allocation for the Authority of the Special Administrative Region of Oe-Cusse Ambeno and Special Zone of Social Economy Market of Oe-Cusse Ambeno and Ataúro
The Government has recently created the necessary legal conditions, of means and resources, for the Authority and other organs of the Special Administrative Region of Oe-Cusse Ambeno to initiate their functions and activities under their respective competences.
As such, through this diploma, the Council of Ministers, confers upon the Authority of the Special Administrative Region of Oe-Cusse Ambeno the power to breakdown and allocate the budget assigned by the General State Budget of 2014, as foreseen by Law n.º 2/2014 of the 5th of February, to the Project of the Special Zone of Social Economy Market in the amount of USD 20.500.000 (twenty million and five hundred thousand american dollars), as well as the budget assigned by the General State Budget of 2015, as foreseen by Law n.º 6/2014 of 30th of December, to the Authority of the Special Administrative Region of Oe-Cusse Ambeno and Special Zone of Social Economy Market of Oe-Cusse Ambeno and Ataúro, in the amount of USD 81.930.000 (eighty one million, nine hundred and thirty thousand american dollars), in the terms established in the support documents to the General State Budget 2015.
2. Transfer of functions, means and resources to the Authority of the Special Administrative Region of Oe-Cusse Ambeno
Through this diploma, the Council of Ministers transfers the powers, means and financial, material and human resources foreseen in Government Resolution n.º25/2014 of the 1st of September, and considers that the conditions are in place for the Special Administrative Region of Oe-Cusse Ambeno and its deliberative and executive organs to exercise their powers.
Government Resolution n.º 25/2014, from the 1st of September is revoked, and the Transition Commission for Oe-Cusse Ambeno is dissolved. However, the Government considers that, for the period of one year, it is still important to ensure the follow-up of the application of the transferred means and resources. Therefore, a Coordination and Follow-up Commission is created between the Central Government and the Authority of the Special Administrative Region of Oe-Cusse Ambeno and Special Zones of Social Economy Market.
The Coordination and Follow-up Commission – presided by the President of the Authority, except in meetings where, if the Prime-Minister is present, he presides – includes several members of the Government and the members of the Authority and, ordinarily, shall convene twice during 2015, the first meeting being to establish its work program, and the last meeting to do the final balance of its mandate.
The mandate of the Commission expires on the 31th of December 2015, and it can be revoked or extended by a Government Resolution.
3. Government Resolution approving the nomination of the members of the Authority of the Special Administrative Region of Oe-Cusse Ambeno
Following a Government Resolution and the proposal from the President of the Authority, it is the Government’s responsibility to nominate the members of the Authority of the Special Administrative Region of Oe-Cusse Ambeno. Through this Diploma, the Council of Ministers nominates as members of the Authority of the Special Administrative Region of Oe-Cusse Ambeno: Arsénio Paixão Bano, Leónia Da Costa Monteiro e Pedro De Sousa Xavier.
The President of the Authority will take the initiative to propose the nomination of the remaining members of the Authority, which, initially will be composed of 7 members.
